Adopt a resolution authorizing the City Manager to execute a construction contract with Cratus Inc. in the amount of $11,615,866 for the Sycamore Avenue Trunk Sewer Replacement Project - Duck Pond Park to the Wastewater Treatment Plant, authorizing an additional expenditure of up to $1,161,587 for a 10% contingency on said construction contract, for a total not to exceed contract amount of $12,777,453.
FISCAL IMPACT OF RECOMMENDATION:
The proposed budget for the Sycamore Avenue Trunk Sewer Replacement Project is as follows:
Revenues:
Sewer Fund $12,777,453
Total Revenue $12,777,453
Expenditures:
Construction Contract $11,615,866
10% Contingency $1,161,587
Total Expenditures $12,777,453
This project was identified in the 2008 Sewer Master Plan along with other sewer system improvements. In anticipation of the associated cost, sewer rates were subsequently increased, wastewater revenue bonds were issued, and impact fees were collected from developers to generate the needed funding. As a result of this advanced financial planning, there is sufficient funding in the Sewer Fund to cover the cost of this contract, which is included in the adopted FY 22-23 Budget.
DISCUSSION:
The Sycamore Avenue Trunk Sewer Replacement Project was advertised for bids in the West County Times on November 1 & 8, 2022 and in 5 regional plan rooms. A total of 6 bids were received at the bid opening deadline of 2pm on Tuesday, December 6, 2022. Upon opening and reviewing the 6 bids received, Cratus Inc submitted the low bid in the amount of $11,615,866, which was determined to be responsive.

Cratus Inc is based in San Francisco, has been in business for 9 years, and has broad underground sewer pipeline experience on public works projects, including in San Francisco. Their references and bid were thoroughly checked. Cratus was determined to be a responsible bidder.
This project will replace 5,500 feet of the City’s primary 24-inch trunk sewer main with 30-inch piping, beginning at Duck Pond Park and ending at the influent intake to the Wastewater Treatment Plant in Pinole. The trunk sewer was constructed in 1972 and has exceeded its useful service life, is deteriorating, and needs to be increased in size to convey the flows from future development.
This underground pipe project is located within a developed footprint and has many challenging design features. The pipeline alignment includes tunneling under the railroad tracks, a siphon crossing under Pinole Creek, realignment down Camden Avenue (a private street), depths of 35+ feet deep, and a variable water table with changing soils.
Construction is anticipated to take approximately a year and the start date will be dependent upon availability of materials. Following the award of the construction contract, staff will meet with the contractor to firm up the schedule.
