Mr. Dante Hall, City Manager
City of Hercules
111 Civic Drive
Hercules, CA 94547
Dear Mr. Hall:
Gray‐Bowen‐Scott (GBS) appreciates the opportunity to continue assisting the City of Hercules with the Hercules Hub Project. Over the last few months, GBS has been working closely with city staff and key project stakeholders, incl
uding MTC, CCTA and CCJPA, to develop a funding plan to secure funding for the remaining elements of the project. This funding plan will be presented to City Council on January 24, 2023. Two promising near‐term grant applications have been identified by the colle ctive team to fund the design phase of the project: State Transit and Intercity Capital Rail Program (TIRCP) and the Federal‐ State Partnership for Intercity Rail Program. The GBS team is currently scoped under our current contract to develop a TIRCP grant application and the effort is well underway.
Federal Railroad Administration (FRA) re leased the Notice of Funding Opportunity for the Federal State Partnership for Intercity Rail Program on December 7, 2022, and the grant application is due on March 7, 2023. This program provides funding for capital projects that reduce the state of good repair backlog, improve performance, or expand or es tablish new intercity passenger rail service. The total funding available for award from this program cycle is over $2.3B, the majority of which is new funding appropriations from the Bipartisan Infrastructure Law.
At your request, GBS is pleased to furnish you with the attached amendment request to prepare a grant application for the 2023 cyc
le of the Federal State Partnership for Intercity Rail Program. The contract would compensate the consultant and all subconsultants on a time and materials basis, so if the cost to perform the work is not as high as the estimated amount, the cost to the City would be less than shown.
Thank you fo
r the opportunity to present this proposal. GBS is prepared to make a commitment of time and treat this project as a priority. If you have any questions or would like any additional information, please do not hesitate to call me.
GBS appreciates the oppo rtunity to continue assisting the City of Hercules in the effort to secure full funding to construct the Hub and bring new intercity rail service to Hercules.
Very truly yours,
Leo Scott
