Police Dept. Expansion
The Locker room and restrooms used by the Police Staff are in greatly deteriorated condition as they are utilized 24 hours a day/seven days a week. In addition, as our Police staffing has become more diverse with more female officers, space needs to be reallocated to accommodate this shift. A remodel and upgrade of the locker rooms and restrooms was evaluated last year but was not feasible. The project would remake the decrepit abandoned modular building in front of City Hall and replace them for police lockers, Including private restrooms and showers, and potentially a workout/Training area.
The existing facilities are two small and in poor condition. The new facilities will allow for increased diversity and inclusion

Parks Master Plan
The City's parks have been maintained on a pay as you go basis for the pas t decade. Additionally, requests to repair facilities or construct new facilities are received every year.
Long-term planning and budgeting are needed to proactively maintain the City's parks. Additionally, ARPA funding could be used for new facilities as well, which would benefit from public outreach to better understand the community's priorities.

Refugio Tennis Court Tree Maintenance
The tennis courts are surrounded by Eucalyptus trees that need occasional pruning and sometimes removal because of the nature of the tree (top-heavy and shallow-rooted). Some of the trees growing are volunteer trees (not planted) and need to be removed. Prune and or remove trees located at Refugio Valley Tennis as needed. Several trees are top heavy and many overhang the courts both dropping debris and raising safety concerns. 148

Community Swim Center Safety Fence Replacement
The safety fence surrounding the Community Swim Center needs to be replaced. The current fencing is a wood frame with a metal mesh material. The wood has broken, split, fallen off, and has rotted in many places (see photos). The facility's fence is approximately 680' linear feet and 8' feet tall. For safety purposes and to follow the code, the fence needs to be replaced with "anti-climb" safety fencing around the aquatic facility. Parks and Recreation staff have secured quotes from professional fencing companies to ensure that we would cover the cost to replace the entire fence. 150

Community Swim Center Gym Floor Replacement & Other Building and Deferred Maintenance The gym floor at the Community Swim Center needs to be replaced. The current flooring has been sanded and refinished many times. There are broken boards on both ends of the floor. Repairing the floor may be an option but won’t be known until the floor is pulled up in areas to assess the total damage. Parks and Recreation staff has secured quotes from professional flooring companies to ensure that this would cover the cost of replacing the entire floor, considering the cost of wood. If the floor can be repaired, the remaining money would go towards other building and deferred maintenance in the facility, including doors, interior painting, etc.

Village Parkway Traffic Calming
For FY 21-22 complete Village Parkway Traffic Calming per City Council Decsion Package. For FY 22-23, add 2 pilot project speed bumps for $22,000.
Traffic calming striping and signage help slow automobiles down, but vertical deflection devices can be more effective. This would be on a pilot project basis to see if speed bumps would be effective in other areas of the city too.
