Bruce has extensive experience in the construction management of rail and bridge projects. Bruce knows how to manage construction and he excels at getting the parties to the table and resolving complex project issues. Bruce has worked for WSP on UPRR / Caltrain / VTA / AMTRAK, BATA, Caltrans bridge/roadway projects for the last 29 years and has worked on several projects that have similar elements to your types of projects. Bruce has managed two large rail grade separation projects, constructed two new stations, and rehabilitated three existing stations; constructed more than fifteen miles of new mainline tracks, shoofly tracks and associated systems, communication, and signal work.
Bruce constructed a direct connector tunnel from Airport Blvd to SB I-880. Bruce has a successful track record assuring contract compliance is being met, coordinating with multiple concurrent contracts, integration, and turnover of work areas to others, safety reviews, quality systems, permitting compliance, third party coordination and design integration with other contracts. Bruce has extensive foundation experience completing several projects with Cement Deep Soil Mixing, Compaction Grouting, and Vibro-Piers ground improvement alternatives. He has managed the installation of approximately 11,000 LF of large diameter CIDH piling (wet-hole spec), 180,000 CY of permeable and impermeable Light Weight Cellular Concrete backfill. Bruce has been actively involved in constructability / biddability reviews, change order management and detailed cost estimates. • BART Silicon Valley Phase II Extension Project, contract/construction specialist, for this $6.5 billion design-build/design-bid-build to construct approximately 6.5 miles including 5 miles of subway tunnel, three underground stations and one at grade station and maintenance facility. In support of the Santa Clara Valley Transportation Authority’s (VTA) BART Silicon Valley Phase II Extension (BSVII) construction contracting program, assist with developing procurement packages including RFQ, RFP, for design-build contracts, developing contracting program objectives, including project scope, and schedules; drafting instructions for proposers and evaluation factors; assembling supporting solicitation packages with contract formatted documents.
• Caltrain 25th Avenue Grade Separation, Caltrain, San Mateo, California. Resident Engineer on this $101M construction of approximately one (1) mile of new railroad grade-separation (from Hillsdale Blvd to SR92 in San Mateo) by partially raising the rails in a lightweight-cellular-concrete (LCC) filled MSE wall, partially depressing the existing road at 25th Avenue and construction two (2) new road connections at 28th and 31st Avenues. The grade separation bridges will require the installation of four (4) new concrete precast bridges and one (1) steel bridge. The bridges will be supported by CIDH and CIP abutments and center columns. In addition, the project will construct a new elevated, centerboard, Caltrain station, with access from 28th Avenue, as well as from a two- cell CIP pedestrian viaduct. The project will also include systems, communication, and electrical elements, grading and drainage improvement, changes to existing traffic lights, additional street and platform lighting, relocation of existing rail signals, and custom-made shelters and other amenities at the station.

• Caltrain, San Bruno Grade Separation Phase 3, San Bruno, California. Construction Manager for the City of San Bruno on this $77M project. The tracks were elevated in a lightweight-cellular- concrete (LCC) filled MSE wall, above three street crossings while lowered the current street grade.
Two pedestrian / bicycle undercrossing were constructed. San Bruno Station was relocated onto the elevated tracks. Pump stations were constructed at the lowered street crossings to convey storm water into the existing City infrastructure. A new at grade parking lot and transit center were built by the station. City street lighting, signalized intersections, street modifications, site lighting, urban design, hardscape features, landscaping and irrigation were included in the improvements.
• Caltrain, California Avenue & Palo Alto Underpass and Station Improvements, Palo Alto, California.
Resident Engineer on this multi-stage project which included the removal, reconstruction, and relocation of existing facilities; construct pedestrian underpasses with shoring adjacent to RR tracks, retrofit existing pedestrian underpass, station platforms, ramps, and stairs with shoring adjacent to RR tracks. The project also included station reconstruction, realignment of track, six bridge retrofit/replacements of various magnitudes. In general work included removal and reconstruction of track panels, removal of existing rail top bridge decks, retaining walls and drainage facilities
• Team Track Facility/UPRR/eBART, Pittsburg, California. Resident Engineer on this project which consisted of installing a No 11 right-hand-turn-out and constructing approximately 1000-feet of siding track terminating at a new loading/unloading dock. Other elements included site preparation and demolition, new entrance driveway, site grading and drainage, asphalt concrete paving, site fencing, underground utilities, existing utility protection concrete slabs, retaining walls and loading dock canopy.
• AMTRAK Oakland Maintenance Facility SE Track Expansion and Ground Power Phase 1 & 2, Oakland, California. Construction Manager. Key elements included 2500 LF of new track and associated drainage; installation of 4 #8 LH turnouts; new PG&E transformer, and 480V wayside power switchgear.
• Caltrain - San Bruno Grade Separation Phase 2 – Box Culvert Reconstruction, San Bruno, CA.
Resident Engineer on this project which included 500-foot double barrel box culvert that goes under the tracks in two places and runs parallel to the NB main line track and ties into a junction structure was rebuilt to sustain the loading of the temporary shoofly and embankment of the grade separation. Work included shoring along the main line track 15-feet from the centerline of track within the foul zone with railroad protection; demolition of the existing box culvert, subgrade enhancement, box culvert reconstruction; grind and overlay on First Ave. • Caltrain - Burlingame Ave Caltrain Station, Translink and Signal Optimization projects; various locations, California. Resident Engineer on this project which included station upgrades, platforms, track replacement, installation of card readers and antenna tower structures. • I-880/Coleman Avenue Interchange Project, San Jose, CA. Resident Engineer on this $51M project.
The multi-stage project reconfigured and widened existing ramps of the I-880 / Coleman Avenue Interchange, added a new direct connector ramp from Airport Boulevard to southbound (SB) I-880, replaced the Coleman Avenue overcrossing at I-880. A portion of the direct connector ramp exit from the airport via Airport Boulevard to southbound I-880 is contained in a tunnel. Approximately 3,100 LF of Cement Deep Soil Mixing (CDSM) walls were constructed as part of the excavation support for the tunnel and approach walls. An operations building was constructed with SCADA monitoring equipment for the tunnel, emergency generator and pump controls for the storm / groundwater pump station.
