PROFESSIONAL EXPERIENCE
⎯ Sycamore Ave Trunk Sewer Replacement, Hercules, California: Resident engineer on a trunk sewer line replacement project, replacing approximately 8,000 feet of existing sewer main line. This project involves complex sequencing and coordination as it replaces 24” asbestos sewer pipe adjacent to the San Pablo Bay, and along wetland and riparian zones.
This project involves coordination with numerous adjoining agencies such as City of Pinole where we tie into their wastewater treatment facility; UPRR where we bore the new main under a highly active set of railroad tracks; CDFW where we bore the new main under a creek that outfalls into the Bay; and EBRPD where we install a line under the active Bay Trail. Coordination with agencies and the public is an important component in this project, and those efforts are led by Jon. Construction cost on this project is approximately $12 million.
⎯ SR99 Interchange/SR132 West Expressway, Modesto, California: Resident engineer on a new access-controlled freeway from Dakota Avenue in rural Stanislaus County east to connection with State Route 99 (SR 99) and Needham Street in the City of Modesto. The project is intended to improve regional and interregional circulation, relieve traffic congestion along SR 132 (Maze Boulevard), and improve operations on one of the most important east-west routes in the central valley. The new freeway consists of two lanes separated by a median divider. Access to SR 99 will be via east west couplets. Dakota Avenue will be reconstructed to form a new three-lane roadway between Maze Boulevard and Kansas Avenue. A pump station and four new bridges are being constructed, including a new overcrossing of SR 99. Construction cost is estimated at $92 million. Extensive underground utility construction was performed on this project, including new storm drain systems including an underground storm water storage system and pump station to eliminate storm water from depressed section of new freeway. ⎯ Stockton Projects, Stockton, California: assistant resident engineer responsible for the roadway extension project consisting of realigning approximately 5,300 feet of Sperry Road

from Performance Drive to French Camp Road east of Interstate 5 and accommodating four lanes of traffic in each direction. The project provided a cross-town route from Interstate 5 to the Stockton Metropolitan Airport, relieving the local city and country roadways from heavy truck traffic. The project elements included constructing continuously reinforced concrete pavements roadway connecting five post tensioned concrete bridges; the construction of five post tensioned concrete bridges; two retaining walls; and water lines.
Jon contributed as an assistant resident engineer for relocating the existing Manthey Road South of French Camp Road to the east and the utility coordination in preparation for the French Camp Interstate 5 Interchange project consisting of roadway construction and paving. Jon’s responsibilities included contract administration, disadvantaged business enterprise utilization and compliance, Buy America provisions enforcement, complete setup and maintenance of project files under the Caltrans File Index System, permit and environmental compliance, lane closure, and Construction Zone Enhanced Enforcement Program coordination. He scheduled project reviews, drafted weekly statements of working days, reviewed and coordinated submittals and requests for information, drafted progress pay estimates and impute quantity calculations, and maintained all project logs submittals, testing, survey, and coordinated construction change orders. The two projects involved earthwork; traffic handling; signing and striping; street lighting; traffic signals; drainage systems; utility installation and relocation; stormwater pollution prevention plan installation and monitoring; community relations; and agency coordination. WSP provided construction management and inspection services for several projects for the City of Stockton. The projects included the Sperry Road Extension, French Camp and Interstate 5 Interchange Construction, and Manthey Road Realignment. Project elements included the construction of five bridges, three of which crossed over active Union Pacific Railroad lines.
The work was completed ahead of schedule and under budget. ⎯ State Route 4 Widening Construction Management, Contra Costa County, California:
