STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of April 25, 2023
TO: Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Acceptance of the Sycamore Avenue Pavement Rehabilitation Project RECOMMENDED ACTION:
Adopt a resolution accepting the Sycamore Avenue Pavement Rehabilitation Project contract with McGuire & Hester as complete for a total amount of $889,485 and authorizing the filing of the Notice of Completion with the Contra Costa County Recorder’s Office.
BACKGROUND:
The Sycamore Avenue Pavement Rehabilitation Project was awarded to McGuire & Hester for the low bid amount of $925,400 at the August 9, 2022, Council meeting. McGuire & Hester began work shortly thereafter and diligently prosecuted the project to completion.
This project repaired and overlayed a 0.5 miles segment of Sycamore Avenue from the Police Station Driveway just north of Civic Drive to Palm Avenue. The work included grinding the existing surfacing 4-inches and overlaying with new asphalt concrete, replacing curb ramps to meet current ADA requirements, adjusting utility frames and lids to grade, installation of pavement striping and reinstalling survey monuments.
ANALYSIS:
McGuire & Hester completed the work in accordance with the plans and specifications to the satisfaction of the City Engineer. The final cost to complete the project was less than the original bid because once the asphalt surfacing was ground 4-inches and removed, the underlying roadway base material could be visually inspected, and it was determined the 6-inch post milling subgrade repair that was originally anticipated was not needed.
It is recommended the Sycamore Avenue Pavement Rehabilitation Project be approved at this time so the Notice of Completion can be filed with the Contra Costa County Recorder’s Office to allow final payment to be made to the contractor.
FISCAL IMPACT:
The final expenditure for the Sycamore Avenue Pavement Rehabilitation Project is as follows:
