STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of May 9, 2023
TO: Mayor Walker-Griffin and Members of the City Council VIA: Dante Hall, City Manager
SUBMITTED BY: Patrick Tang, City Attorney
Eibleis Melendez, City Clerk
SUBJECT: Authorize Display of Juneteenth Commemorative Flag RECOMMENDED ACTION: Approve Display of Juneteenth Commemorative Flag from June 17th through June 24th FISCAL IMPACT OF RECOMMENDATION: None as a result of this action.

DISCUSSION: Officially designated Juneteenth National Independence Day and also known as Jubilee Day and Black Independence Day, Juneteenth has been celebrated on June 19th in various parts of the United States since 1865. In celebration of this historically significant event, in 2022 the City Council approved raising the Juneteenth Flag at the Hercules Civic Center from June 17th through June 24th of 2022.

Pursuant to the City’s approved Flag Policy, this item is being presented to allow the City Council to consider and approve a request by a member of the Hercules City Council to display the Juneteenth Flag this year at the Hercules Civic Center starting June 17th until June 24th.

June is also Pride Month, and the Council traditionally approves flying the Pride Flag for the entire month except that in 2022 for the intervening period around Juneteenth, the Juneteenth Flag was displayed. Pursuant to the City’s Flag Policy, only one commemorative flag can be flown at a time at the designated location at Civic Center.
