STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of June 27, 2023
TO: Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Christopher Roke, Parks and Recreation Director SUBJECT: Senior Nutrition Infrastructure Grant
RECOMMENDATION ACTION:
Staff recommends that the Hercules City Council:
Receive the staff report on the item;
Ask clarifying questions of staff, if any; and
Adopt a resolution authorizing staff to accept the Senior Nutrition Infrastructure Grant and appropriating $47,600 from FY 23-24 to be reimbursed by the grant award.
EXECUTIVE SUMMARY:
The Hercules Parks and Recreation Department applied for a Senior Nutrition Infrastructure Grant through Contra Costa County Area Agency on Aging (AAA) to enhance and improve congregate meal services at the Hercules Senior Center. Staff is pleased to share with City Council that we have been awarded $47,600.00 to go towards this endeavor.
Staff comes before City Council to appropriate the funding to get the project done within the program’s required timeline, which expires at the end of the current calendar year. Funding for this grant is reimbursed at the conclusion of the updates.
BACKGROUND:
The Contra Costa County Area Agency on Aging (AAA), a division in the Employment & Human Services Department’s Aging and Adult Services Bureau, has awarded the City of Hercules funds under the Home and Community Based Services (HCBS) Senior Nutrition Infrastructure (SNI) grant program. The AAA, in partnership with County Public Health, administers the senior nutrition program (SNP) in Contra Costa. The goal of the SNI is to improve and strengthen senior nutrition services in local communities by providing infrastructure funding support. The total funding available countywide is $1,122,039 for the period of July 1, 2022, through December 30, 2023. This grant opportunity prioritizes purchasing, upgrading, or refurbishing of infrastructure and equipment needs to enhance and improve congregate and home-delivered meal services in Contra Costa County.
ANALYSIS:
Since the money has been awarded and there is a short window to complete the project staff will begin to work on this project immediately should the City Council appropriate the funds to get started.
FISCAL IMPACT OF RECOMMENDATION:
With the grant awarded to the City of Hercules Parks and Recreation Department in the amount of $47,600, the fiscal impact should be minimal barring any unforeseen circumstances. If the City Council allocates $47,600 towards the advanced purchasing of equipment and services, City staff will start to work on this project immediately and will look to complete the project by December 2023.
