STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of October 10, 2023
TO: Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Mike Roberts, Public Works Director/City Engineer SUBJECT: Easements for the Sycamore Avenue Sewer Trunk Replacement Project RECOMMENDED ACTION:

The City Council approve purchase and sale agreements with the Coventry of Hercules Homeowners Association (HOA) and the McClures at 136 Camden Lane to acquire 2 easements for the Sycamore Avenue Sewer Trunk Replacement Project and authorize the City Manager to sign both agreements and associated deeds on behalf of the City Council.

BACKGROUND:

The Sycamore Avenue Sewer Trunk Replacement Project is replacing 5,500 feet of the City’s primary 24-inch trunk sewer main with 30-inch piping, beginning at Duck Pond Park and ending at the influent intake to the Wastewater Treatment Plant in Pinole. The construction contract for this $14M project was awarded to Cratus in late 2022 and they are progressing steadily, on time and within budget.

The existing sewer trunk was constructed in 1972 and when the Coventry residential subdivision was subsequently developed the front yards and driveways were constructed in the sewer line easement, while the home foundations were constructed close by.

ANALYSIS
Securing the 2 small easements (416 square feet from the Homeowner’s Association and 65 square feet from the McClures) will allow the new sewer trunk main to be realigned down Camden Way, which is a private street, in an existing sewer easement, away from the residential improvements (Exhibit).

This will minimize disruption to residents and the restoration that would otherwise be needed in their front yards, as well as the potential for any foundation damage, during both the construction of the new trunk as well as any repairs that might be needed in the future.

FISCAL IMPACT:

The cost of the HOA easement is $500 while the McClure’s is $600. The project has sufficient funds to cover this cost.
