Overview SERA Design and Architecture, Inc. (“SERA”) appreciates the opportunity to submit this Architectural Scope of Work for remedial design and associated permitting, bidding and construction administration services for the remediation of water ingress at the Story Cone area of the Hercules Public Library. This Scope of Work is based on the Memo (dated 03 November 2023) summarizing recommendations and next steps based on learnings from the water intrusion field test conducted on September 19 th, 2023.

Scope of Work As an on-call architect for City of Hercules (since July 2023) based on City request, SERA visited the Hercules Public Library located on 109 Civic Dr, Hercules, CA 94547 on two occasions (July 7th and July 10th) to view existing field conditions where an ongoing water ingress problem has been noticed by the library staff . On the second trip SERA was also accompanied by our waterproofing consultant McGinnis Chen Associates, Inc. Based on conversations with the facilities team and the librarian and field observations , it is not apparent where the water is ingressing into the Story Cone of the library.

To further investigate the problem wholistically SERA proposed a three-step approach:

Step 1: Field testing at two locations of the Story Cone – Skylight and Low Window Step 2: Written memo on recommendations and next steps based on the results and learnings of the field test.

Step 3: Drawings, details and contract documents required to permit and bid the project and construction administration while the project is executed.

Step 1 and Step 2 have already been performed and based on learnings from SERA is now providing scope for Step 3.

Remedial Design, Construction Documents & Permitting:
• SERA will prepare documents for demolition of the existing stucco and underlayment, drawings and specifications in conformance with the California Building Code for a new stucco enclosure over the existing structure. • Deliverables will include construction details and material specifications, for soliciting bids from prospective contractors.
• The team will respond to construction permit plan -check questions and provide modifications to construction documents to obtain the Permit. • Prepare a written estimate of construction costs prior to bidding as a baseline for the City to evaluate proposed bids.

Bid Support:
• One (1) pre-bid walkthrough of the site with potential bidders.

Page 2 of 4 ends

• The estimated fee for this Phase is for one (1) bid cycle only. • Any additional scope of Bid Services will require a separate authorization, and will be billed as an Additional Service

Construction Administration (CA):
• Attend OAC meetings.
• Review and comment on product Submittals. Evaluate product substitutions for conformance with Contract Documents.
• Review Requests for Information (RFI) as they relate to the scope of work. • Provide periodic field observations (5-6) to observe the work in progress. A field report will be issued, inclusive of written narrative and photographs of each procedure observed.
• Punch-lists and close -out services as related to our scope of services. Proposal estimates two (2) site visits for punch -list services, including follow -up report writing for each visit.
