STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of February 13, 2024
TO: Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Cooperative Funding Agreement with West Contra Costa Transportation Advisory Committee (WCCTAC) to Receive an Additional $800K in Subregional Transportation Mitigation Program (STMP) Funding for The Hub RECOMMENDED ACTION:

Adopt a resolution approving a Cooperative Funding Agreement with West Contra Costa Transportation Advisory Committee (WCCTAC) to receive $800K in Subregional Transportation Mitigation Program (STMP) funding in addition to the original $750K for a total new Agreement amount of $1.55M to advance The Hub and authorizing the City Manager to execute the Agreement on behalf of the City.

BACKGROUND:

The STMP was adopted by WCCTAC in 1997 and funds regionally significant transportation projects that mitigate traffic impacts caused by growth. The program is funded by fees charged to new development in West County and disbursements, which are competitively based, are made on an on-going basis as funding allows.

The Hub is an eligible project under the STMP program and will create a regional, state-of-the-art housing and transportation community on the waterfront overlooking the San Pablo Bay. The Hub will connect thousands of housing units with a new train stop along the Capitol Corridor, bicycle and pedestrian pathways, bus routes, carpool options, and ferry service. To date $46M in capital improvements has been constructed for this facility and the City is fully engaged in securing the remaining funding needed to complete the design and construct the remaining infrastructure that will allow the Capitol Corridor train to serve the Hub. STMP funding can be used to advance the design and as a match for state and federal grant funding, so is highly advantageous to secure.

ANALYSIS:

The cooperative funding agreement with WCCTAC for $750K in STMP funding to advance the design of The Hub was originally executed in 2019. Of this $750K, approximately $146K has been expended, $427K has been committed but not yet spent, and $177K remains available.

In September 2023 the WCCTAC Board of Directors approved an appropriation of an additional $800K for The Hub and at their January 26, 2024 meeting approved the funding agreement for a total combined amount of $1.55M which includes the new $800K in funding and extends the eligibility date of the original $750K.

The cooperative funding agreement has been reviewed by the City Attorney and City Engineer and is recommended for approval.

Under a separate agreement, an additional $300K in STMP funding was allocated to the City by the WCCTAC Board in 2001, which will be brought to the City for an extension later this year.

FISCAL IMPACT:

The $800K in STMP funding will provide additional financial resources to advance The Hub, including design and as a match for state and federal grants.
