Ongoing costs:

Human Resources Director General Fund Human Resources Before this year's budget, Human Resources was under the Administrative Services Department.

This request is to create a new department and a
director. The cost of the position is offset with the
cost of HR Administrator and Consultant.

Human Resources has a complex operation. This
organizational change will achieve more appropriate
management and supervisory spans of control, identify
more appropriate alignment and reporting structure of
functional units, and achieve a balanced executive
management structure.

Reclass two Rec Coordinators
to Supervisors
General Fund Parks & Recreation Promote two (2) Recreation Coordinators to Recreation Supervisors.

This move, addresses the missing middle and creates a
more desireable title within the field of Parks and
Recreation. It also sends a message to the two
hardworking, dedicated staff that they are valued members of the department and the city. Going forward, this move will also help with attracting talent in the industry. This request is driven by not only operational needs, but
compaction issues and succession planning.
$19,300 $19,300
Full-Time Recreation
Technician - Aquatics
General Fund Parks & Recreation This request is driven by operational needs, a lack of available qualified personnel, and a no available
contractor options. This move will also help with
future succession planning. The Rec Tech postion
is going to help with routine pool maintenance, and
the overall aquatics operation. The cost of the
position will be offset with the elimination of four
Senior Lifeguards and the pool maintenance
contract.

The Recreation Coordinator who oversees Aquatics is
stretched so thin that the position ends up working an
excessive number of additional hours, to the point of
burnout. When the city opened the pool, there was Full- time help with pool maintenance from Public Works.

However, times have changed, and Public Works lacks the time or personnel to work on the pool. In FY22-23, the City Council allocated $15,000 to secure a contractor to provide pool maintenance and an additional $30,000 for FY23-24.

After much research, staff found that pool contractors only work on the weekends if it's a call-out situation. Staff then looked to promote a Part-time Pool Manager position but was unsuccessful. Staff then coordinated efforts with the CM and Finance Director to develop an alternate solution, bringing us to a Full-time Recreation Technician position that would be 100% focused on Aquatics.
$5,000 $5,000
Reorganization of IT services Internal Service Fund City Manager Before this year's budget, Information Technology was under the Administrative Services
Department. This request is to reclassify the IT
division to Finance Department.

There's no fiscal impact to reclassify the division to
Finance.
