STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of May 28, 2024
TO: Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Award of a Construction Contract in the amount of $84,910 for the Fire Station 76 Reroofing Project RECOMMENDED ACTION:

Adopt a resolution authorizing the City Manager to execute a construction contract with Lifetime Roofing & Renovation in the amount of $84,910 for the Fire Station 76 Reroofing Project, authorizing an additional expenditure of up to $8,491 for a 10% contingency on said construction contract, for a total not to exceed amount of $93,401, and appropriating the same from the General Fund/Capital Reserves to fully fund the project.

BACKGROUND:

Fire Station 76, which was constructed in the early 1990s, is located at 1680 Refugio Valley Road. The building and premises are owned by the City of Hercules and leased by the Rodeo-Hercules Fire District. Per Section 4.02 of the 1991 Lease Agreement, the “City shall, at City’s own cost and expense, keep the exterior roof….in good repair.” The roof is tile and, having served beyond its 30-year lifespan, needs to be repaired. Three alternatives were evaluated:

Converting to composite shingle Estimated Cost $155K - $175K Installing new concrete tile Estimated Cost $170K - $190K Reusing the existing tile Estimated Cost $85K - $115K To evaluate these options, City staff met on-site with SERA architects and a roofing contractor. The existing tiles were determined to be a candidate for re-use, except for a few which are broken and need to be replaced. Given the cost to re-use the tiles was estimated to be roughly half as much as using new tiles or composite shingles and the environmental benefit of recycling in-place, informal bids were solicited from approximately a dozen roofing contractors to reroof Fire Station 76 using the existing tiles.

ANALYSIS:

A total of 3 bids to reroof Fire Station 76 were received as follows:

NO
Bidder's Name
Bid Proposal
1 Lifetime Roofing & Renovation
$84,910
2 Planchon Roofing
$145,000
3 Fidelity Roof
$227,218
Lifetime Roofing is located in Sunnyvale and is licensed, insured, and bonded. They have been in business 2 years though their staff have worked in the roofing business for many years. Their references were positive.

Construction is anticipated to take place as soon as July and be completed in about a month. Following the award of the contract, staff will meet with the contractor to firm up the schedule and will coordinate the work with Rodeo-Hercules Fire Department staff.

FISCAL IMPACT:

There is sufficient funding in General Fund/Capital Reserves to fully fund this contract. The amount of contingency funding needed will be determined once the tiles are removed and the underlying decking and other wood members can be inspected for water damage and dry rot.
