STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of June 11, 2024
TO: Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Acceptance of the Willow/Palm Sidewalk Connector Project RECOMMENDED ACTION:

Adopt a resolution accepting the Willow/Palm Sidewalk Connector Project contract with R&S Construction Management as complete for a total amount of $1,604,303 and authorizing the filing of the Notice of Completion with the Contra Costa County Recorder’s Office.

BACKGROUND:

The Willow/Palm Sidewalk Connector Project was awarded at the April 25, 2023, City Council meeting to R&S Construction Management for the low bid amount of $1,488,622 with provisions for a 10% contingency of up to $148,862 for a total authorized expenditure amount of $1,637,484. R&S Construction Management began work shortly thereafter. The scope of work consisted of installing sidewalk on Willow and Palm Avenue leading to the Hercules Transit Center, which has been a top priority of the City for many years.

ANALYSIS:

R&S Construction Management completed the sidewalk last fall and installation of streetlights was completed March of 2024. The work was completed in accordance with the plans and specifications to the satisfaction of the City Engineer. The final cost to complete the project was $1,604,303 within the authorized budget.

With the installation of 0.5 miles of sidewalk and streetlights along Willow Avenue and Palm Avenue, the project closed the pedestrian network gap between the Hercules Transit Center (HTC) and the neighborhoods in the northeast Hercules and unincorporated County. The project has also created a safe pedestrian connection under the BNSF Railroad undercrossing along Palm Ave.

It is recommended the Willow/Palm Sidewalk Connector Project be approved at this time so the Notice of Completion can be filed with the Contra Costa County Recorder’s Office to allow final payment to be made to the contractor.

FISCAL IMPACT:

The vast majority of this project was funded through grants provided by the City’s funding partners, including an initial $1.058M Measure J grant from CCTA and a $52,800 TDA Article 3 grant from MTC. After the construction contract was awarded, a $100K contribution from BART was secured, which was approved in the adopted FY 23/24 Budget. This allowed the amount of SB1 monies used for the project to be reduced to $143,503.

Change orders in the amount of $115,681 were necessary to complete the project, the most significant being the guard railing removal and installation of handrail on Palm Avenue approaching Sycamore Avenue.
