Subject: Proposal for a Historical Resources Evaluation of Building 54 Willet Street, Hercules, California 94547
Dear Mr. Rood:
Rincon Consultants, Inc. (Rincon) is pleased to provide this proposal and cost estimate to complete an updated historical resources evaluation (HRE) of the property known as Building 54, currently located on Willet Street for the City of Hercules (Client) in Hercules, California. We have extensive experience preparing HREs, including several properties in Contra Costa County, and are well-suited to support in this effort.
Our team for this effort will be led by Architectural Historian Project Manager JulieAnn Murphy with support from Principal Margo Nayyar. Ms. Murphy and Ms. Nayyar exceed the Secretary of the Interior’s Professional Qualification Standards (PQS) for architectural history and history. They both have extensive experience working on projects throughout Northern California, including Contra Costa County.
Scope of Work
Rincon understands that Building 54 , formerly located at 2 Kings Avenue, was included as a contributing property in the Hercules Village Historic District, which was added to the National Register of Historic Places in 1980. The building was relocated approximately 100 feet west of its original location in 2002 to accommodate site grading. In 2010, the City of Hercules acquired Building 54 and moved it approximately one-half mile to a City-owned property on Willet Street (City’s Corporation Yard), which required the building to be cut in two sections and reassembl ed. In September 2016, the City released an RFP for the building to be removed from its current location. In November 2016, a purchaser was selected and plans to relocate the building a third time were initiated, but have since been abandoned.
As proposed below, Rincon will prepare an HRE memorandum to evaluate the building to determine if it qualifies as a historical resource under the California Environmental Quality Act (CEQA). All work will be completed in accordance with CEQA and other applicable local regulations and guidelines.
Task 1 Field Survey and Research
A qualified architectural historian will complete a site visit to document the existing conditions of the property and detail its construction and alteration history. Archival research will subsequently be completed to identify potential significant historical and/or architectural associations. Research may include a review of building permits, assessor records, historic aerials and maps, newspaper articles, City of Hercules
Building 54
2 city directories, and other primary and secondary source materials as necessary and available , including previously prepared evaluations and relevant studies . During the survey, the property’s overall condition, construction, and alterations will be examined. Field documentation will include digital photographs of the property to support field observations.
Task 2 Historical Resources Evaluation Memorandum
Upon completion of the survey, Building 54, will be evaluated for its continued eligibility to the National Register of Historic Places (NRHP), California Register of Historical Resources (CRHR), and local criteria, and will address the impacts of the building’s relocation on its eligibility. The historical resource evaluation will be documented on California Department of Parks and Recreation (DPR) 523 series forms and attached to a technical letter report, which will present the methods and results of the assessment.
A draft of the memorandum and DPR form will be submitted electronically (PDF), and Rincon assumes that no more than one round of review will be necessary to finalize the memorandum and forms. The final memorandum and DPR form will also be submitted electronically.
Assumptions
The cost and schedule are based on the following assumptions:
• No cultural resources beyond the one building described above will be subject to recordation or evaluation.
• No archaeological pedestrian survey or paleontological resources study will be required. • Access to the project site will be facilitated by the City of Hercules. • California Historical Resources Information System (CHRIS) records search will not be completed. • Compliance with Section 106 of the National Historic Preservation Act is not required. • This scope and budget do not include costs to complete Assembly Bill 52 coordination. • This scope and cost do not include attendance at in-person or virtual meetings. • Up to one round of revisions will be needed to finalize all deliverables. • The final memorandum and DPR forms will be submitted electronically.
Schedule
The report will be submitted electronically within 8 weeks of notice to proceed and an executed contract.
Cost
We are prepared to start this work effort immediately upon your authorization. We propose to complete the above scope of work for a cost not to exceed $ 9,909, including project management time. A breakdown of the cost is shown on the table below. The project will be billed in accordance with our current standard fee and schedule for professional services.
