RESOLUTION NO. 24-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERCULES AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH LSA ASSOCIATES, INC. FOR A NOT TO EXCEED AMOUNT OF $132,101 TO SECURE THE ENVIRONMENTAL PERMITS, COMPLETE THE FINAL DESIGN, AND PERFORM ANALYTICAL TESTING ON THE SPOILS FOR THE LAKE REFUGIO DREDGING PROJECT AND APPROPRIATING $32,101 FROM THE GENERAL FUND/CAPITAL RESERVES TO FULLY FUND THE AGREEMENT WHEREAS, Lake Refugio is filling in with sediment which is both unsightly and conducive to algae blooms; and WHEREAS, LSA Associates, Inc. (“LSA”) is on the City’s pre-approved vendor list and completed preliminary planning, environmental, and engineering work on the project beginning in 2018; and WHEREAS, LSA has submitted a proposal for $132,101 to secure the environmental permits, complete the final design, and perform analytical testing needed to put the project out to bid; and WHEREAS, the FY 24-25 Adopted Budget includes $100K in General Fund/Capital Reserves for Preliminary Engineering and Environmental Compliance, and the proposal for those services exceeded the in-house estimate by $32,101.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hercules that the City Council hereby authorizes the City Manager to execute an agreement with LSA for a not to exceed amount of $132,101 to secure the environmental permits, complete the final design, and perform analytical testing of the soils for the Lake Refugio Dredging Project and appropriating $32,101 from the General Fund/Capital Reserves to fully fund the agreement.
The foregoing Resolution was duly and regularly adopted at a regular meeting of the City Council of the City of Hercules held on the twenty-second day of October, 2024 by the following vote of the Council:
