RESOLUTION 2025-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERCULES APPROVING A MEMORANDUM OF UNDERSTANDING WITH TEAMSTERS LOCAL 315 FULL TIME EMPLOYEES, A MEMORANDUM OF UNDERSTANDING WITH TEAMSTERS LOCAL 315 PART TIME EMPLOYEES, AND A 3% COST OF LIVING ADJUSTMENT FOR PART TIME UNBENEFITED EMPLOYEES WHEREAS, the existing Memorandums of Understanding (MOUs) between the City of Hercules and the Teamsters Local 315 Full Time and Part Time Employee groups expired on June 30, 2024; and WHEREAS, the City has completed the meet and confer process with the Teamsters Local 315, as required by law; and WHEREAS, the City and Teamsters Local 315 have agreed to new one-year MOUs for Full Time and Part Time Employees covering the term July 1, 2024, through June 30, 2025; and WHEREAS, the negotiated MOUs include a 3% Cost of Living Adjustment effective March 30, 2025, a one-time 5% retention payment based on FY 2023-24 gross salary, expanded bereavement leave, safety shoe reimbursement, uniform provisions, educational incentive pay, bilingual premium pay, and longevity pay; and WHEREAS, the MOU with Part Time Employees includes a 3% Cost of Living Adjustment effective March 30, 2025, a one-time 5% retention payment based on FY 2023-24 gross salary, expanded bereavement leave, safety shoe reimbursement, and longevity pay, prorated where applicable; and WHEREAS, a 3% Cost of Living Adjustment will also be applied to Part Time Unbenefited Employees effective March 30, 2025, to maintain consistency across employee groups; and WHEREAS, the ongoing costs of approximately $178,000 (3% COLA), and the one-time costs of approximately $125,000 (5% One-Time Retention Pay) are to be included in the FY 2024-25 Adopted Budget; and WHEREAS, the FY 2024-25 Budget includes funding for these agreements, and available ongoing and one-time funds are sufficient to meet these obligations; and WHEREAS, the revised salary schedules for the Teamsters Local 315 Full Time Employees, the Teamsters Local 315 Part-Time Employees, and the Part-Time Unbenefited Employees, reflected in the Master Salary Schedule last revised on March 11, 2025, is attached hereto as Exhibit 3.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hercules as follows :
The Council hereby approves and authorizes the City Manager to sign and implement the Memorandum of Understanding between the City of Hercules and Teamsters Local 315 Full-Time Employees for the term July 1, 2024, through June 30, 2025, as set forth in Exhibit 1.
The Council hereby approves and authorizes the City Manager to sign and implement the Memorandum of Understanding between the City of Hercules and Teamsters Local 315 Part-Time Employees for the term July 1, 2024, through June 30, 2025, as set forth in Exhibit 2.
The Council hereby approves the appropriation of $125,000 from the General Fund reserve for one-time costs related to 5% retention pay.
The Council hereby approves a 3% Cost of Living Adjustment effective March 30, 2025, for Part-Time Unbenefited Employees.
The City Council hereby adopts the revised salary schedules for the Teamsters Local 315 Full Time Employees, the Teamsters Local 315 Part-Time Employees, and the Part-Time Unbenefited Employees, as reflected in the Master Salary Schedule last revised on March 11, 2025, attached hereto as Exhibit 3.
The foregoing Resolution was duly and regularly adopted at a regular meeting of the City Council of the City of Hercules held on the 25th day of March 2025, by the following vote of the Council:
