TO: Mayor and Members of the City Council
SUBMITTED BY: Dante Hall, City Manager
SUBJECT: Authorization for the West Contra Costa Integrated Waste Management Authority (RecycleMore) to Enter Into Post-Collection Agreements and Exercise Certain Related Powers RECOMMENDED ACTION:
Staff recommends that the City Council adopt the resolution authorizing the West Contra Costa Integrated Waste Management Authority (RecycleMore) to enter into post-collection agreements and exercise certain related powers pursuant to Section 5.4 of the Joint Exercise of Powers Agreement.
BACKGROUND:
The City of Hercules is one of five member agencies of the West Contra Costa Integrated Waste Management Authority, also known as RecycleMore. The Authority was established to provide regional solid waste management services, ensuring compliance with the California Integrated Waste Management Act of 1989 and subsequent legislation.
The Authority’s current Post-Collection Agreement is set to conclude on June 30, 2025. As stipulated in Section 5.4 of the Joint Exercise of Powers Agreement, the Authority requires prior written authorization from each Member’s legislative body to exercise certain powers, such as entering into new post-collection agreements.
ANALYSIS:
The Authority has requested authorization from its Member agencies to take the following actions:
Negotiate and enter into new regional post-collection agreements for services beginning July 1, 2025.
Adopt ordinances and resolutions necessary to fulfill the purposes of the Agreement.
Direct solid waste generated within Member jurisdictions to designated facilities as specified in the new post-collection agreements.
These measures are crucial for ensuring the continuity of solid waste services at reasonable rates while maintaining compliance with state regulations.
By authorizing these actions, the City will enable RecycleMore to effectively manage solid waste processing, ensuring that residents and businesses continue to receive reliable and cost-efficient waste services. The City Council has determined that these actions will benefit the community by fostering service continuity and compliance with environmental standards.
FISCAL IMPACT:
The City will not incur any immediate fiscal impact associated with this action. However, approval of this resolution may help ensure the community's long-term access to cost-effective waste management services.
ENVIRONMENTAL REVIEW:
This action is exempt from environmental review under the California Environmental Quality Act (CEQA) as it is an administrative activity with no potential significant effect on the environment.
