STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of October 28, 2025
TO: Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Glenn Dombeck, Public Works Director/City Engineer SUBJECT: Agreement with the Contra Costa Transportation Authority (CCTA) Governing Distribution of Program 28b Funds in Measure J RECOMMENDATION ACTION:

Adopt a Resolution Authorizing the City Manager to Execute an Agreement with the Contra Costa Transportation Authority (CCTA) Governing Acceptance of up to $60,000 of Program 28b Funds from Measure J.

BACKGROUND:

CCTA manages Measure J Sales Tax Renewal funds approved by the voters of the Contra Costa County on November 2, 2004. There is currently a balance of approximately $1M in unallocated Measure J 28b funds. CCTA intends to distribute $660,000 of remaining Measure J Program 28b funds to West Contra Costa communities for discretionary use for any project or program identified in the Measure J Expenditure Plan. The City is eligible to receive $60,000 of this funding.

The Agreement establishes the rights and obligations of the City for receipt of the $60,000 of Measure J Program 28b funds. The City must spend the allocated funds no later than July 1, 2027 and provide proof of such expenditure no later than September 1, 2027. The City must further commit to not use Program 28b funds for staff time, unless it is directly related to a project funded by Program 28b.

CCTA is Contra Costa’s designated Congestion Management Agency (CMA), responsible for putting programs in place to keep traffic levels manageable. CCTA funds, plans and delivers a wide variety of projects and programs to help manage traffic congestion and improve quality of life for commuters and residents.

ANALYSIS:

The total Measure J Program 28b funding of $60,000 allocated for the City will be used to repair and maintain local streets and sidewalks.

FISCAL IMPACT:

The $60,000 in Measure J Program 28b funding will provide additional financial resources to advance the repair and maintenance of local streets and sidewalks.
