RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERCULES APPROVING THE ADDITION OF A SEWER AND STORMWATER SUPERVISOR JOB DESCRIPTION TO THE CITY’S CLASSIFICATION PLAN AND APPROVING AN AMENDED FISCAL YEAR 2025–2026 MASTER SALARY SCHEDULE WHEREAS, the City maintains a Classification Plan and Master Salary Schedule to ensure positions are appropriately defined, classified, and compensated; and WHEREAS, the Maintenance and Operations Division of the Public Works Department is responsible for the operation, maintenance, and regulatory compliance of the City’s stormwater drainage system and sanitary sewer collection system, which are critical to public health, environmental protection, flood prevention, and compliance with federal and state regulations; and WHEREAS, the scope and complexity of sewer and stormwater operations have increased due to expanded regulatory requirements, aging infrastructure, and increased coordination with contractors, developers, and regulatory agencies; and WHEREAS, the City has identified a need for a dedicated first-level supervisory position to provide focused oversight of sewer and stormwater operations, regulatory compliance, contractor performance, and emergency response; and WHEREAS, the proposed Sewer and Stormwater Supervisor classification will complement the existing Public Works Supervisor classification by providing specialized supervision and subject-matter expertise for the City’s sewer and stormwater programs; and WHEREAS, the Sewer and Stormwater Supervisor position is proposed as a full-time, non-exempt position represented by Teamsters Local 315 and assigned to Pay Grade 147, consistent with the level of responsibility and aligned with comparable supervisory classifications; and WHEREAS, the position has been included in the amended Fiscal Year 2025–2026 Master Salary Schedule effective July 6, 2025, last updated on January 8, 2026; and WHEREAS, the estimated annual cost of the position is fully funded through the Sewer Fund and was accounted for in the City’s 2025 sewer rate evaluation. //

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hercules as follows:
The City Council approves the addition of the Sewer and Stormwater Supervisor job description to the City’s Classification Plan.
The City Council approves the amended Fiscal Year 2025–2026 Master Salary Schedule effective July 6, 2025, last updated on January 8, 2026, to include the Sewer and Stormwater Supervisor classification at Pay Grade 147.
The City Manager, or designee, is authorized to implement this Resolution and take all actions necessary to carry out its intent.
The foregoing Resolution was duly and regularly adopted at a regular meeting of the City Council of the City of Hercules held on the 27th of January 2026, by the following vote of the Council:
