RESOLUTION NO. 26-
Resolution of the City Council of the City of Hercules Authorizing an amendment To the contract with the lew edwards group (LEG) AND APPROVING A BUDGET APPROPRIATION OF not to exceed amount of $75,000 for production and communication services (Design, Printing, and Mailing of information mailers) essential for conducting Polling and Strategic Communication Services related to the Ballot Measures WHEREAS, the City entered into an agreement with LEG and FM3 Research for the Election Opinion Poll Services on September 23, 2025, for $142,250; and WHEREAS, staff recommends amending the LEG and FM3 Research agreement to include production and communication services, specifically the design, printing and mailing of information mailers, for a total amount not to exceed $75,000; and WHEREAS, the City Council adopted the Fiscal Year (FY) 2025-26 Budget on June 10, 2025, representing the financial plan for conducting the affairs of the City of Hercules; and WHEREAS, staff is proposing an amendment to the General Fund budget for FY 2025-26 to include a $75,000 allocation for production and communication services. This funding will cover the design, printing, and mailing of informational mailers. The General Fund Reserve has sufficient funds to support these expenses; and WHEREAS, the City Council has considered the report and recommendations of the City Manager on the budget amendments and has determined that the budget amendments are both fair, appropriate, and warranted.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hercules as follows:
The City Council hereby authorizes the City Manager to execute an amendment to the LEG and FM3 Research contract to include production and communication services, specifically the design, printing and mailing of information mailers, for a total amount not to exceed $75,000.
The City Council approves an amendment to the FY 2025-26 General Fund Budget. This amendment allocates $75,000 from the General Fund Reserve to cover production and communication costs, specifically for the design, printing, and distribution of informational mailers.
The foregoing Resolution was duly and regularly adopted at a regular meeting of the City Council of the City of Hercules held on the 10th day of February 2026, by the following vote of the Council:
