HERCULES CITY COUNCIL
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERCULES AUTHORIZING THE EXTENSION OF THE APPROVED LISTS OF QUALIFIED VENDORS FOR PLANNING-RELATED AND ENGINEERING-RELATED SERVICES UNTIL JULY 31, 2027.
WHEREAS, the City relies on professional planning services (including city planning, environmental and technical planning, architecture and urban design, landscape architecture, historic preservation, and fiscal analysis services) and on professional engineering-related services (including civil engineering, surveying, construction management, construction inspection, geotechnical engineering, traffic engineering, stormwater, assessment district engineering, structural engineering, environmental remediation, design and monitoring, and wastewater engineering); and WHEREAS, in 2023, the City issued a request for qualifications from companies offering professional planning and engineering services, and from responses to that RFQ, City staff recommended a list of qualified consultants; and WHEREAS, at their regular meeting on June 13, 2023, the City Council approved the lists of qualified consultants with the adoption of Resolution No. 23-029 for planning-related and engineering-related services; and WHEREAS, the City Council’s approval of the lists of qualified consultants was valid for three years, through June 30, 2026; and WHEREAS, City staff recommends that the City of Hercules re-authorize for one year, until July 31, 2027, the qualified vendor lists with firms that provide these services to expedite the delivery of capital improvement projects and review of private development projects; and WHEREAS, the staff is updating the City’s Purchasing Guidelines. The one year vendor list extension will allow for the completion of the Purchasing Guidelines, which may clarify the use of the vendor lists; and WHEREAS, City staff is not requesting any funding at this time because funding authorizations will be requested at the time the services are needed, in accordance with the City’s purchasing guidelines; and WHEREAS, extension of the pre-qualified vendor list through July 31, 2027 does not prohibit the City of Hercules from issuing future Requests for Proposals and/or Qualifications if necessary.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hercules hereby approves for one additional year, until July 31, 2027, the lists of qualified vendors for planning services (Exhibit A), including environmental and technical planning, transportation planning, architecture and urban design, landscape architecture, historic preservation, and fiscal analysis services; and for engineering-related services (Exhibit B), including civil engineering, surveying, construction management, construction inspection, geotechnical engineering, traffic engineering, stormwater, assessment district engineering, structural engineering, environmental remediation, design and monitoring, and wastewater engineering.
The foregoing Resolution was duly adopted at a regular meeting of the City Council of the City of Hercules held on the 14th day of April, 2026, by the following vote of the Council:

I think it is better to focus on the fact that we’re extending for a year while the PGs are updated rather than to say we don’t have time to do new RFQ
