1. 26-192 Housing Asset Funding Award
RECOMMENDATION:
By minute action, direct staff to enter into negotiations with one of the three proposers for the award of $5,000,000 in Housing Asset Funding to support affordable housing development.

Interim City Manager, Patrick Tang introduced the Item and Community Development Director, Tim Rood, presented the Staff Report. Presentation of findings was delivered by RSG . In person Public Comments were made by: Rob Schaufenbil, Bill Brewer, Nancy Arms, Jeremy Lochirco, Eric Williams, Lisa Morris, Chuck (Chip) Morris, Michael Kohler, Jonathan Astmann, Selena Williams, Kaitlyn Azevedo, Michelle White, Ron Montoya, Araceli Velazquez, Ramon Amaral, Darlene Almeida, and Weijia Song.
Public Comments via Zoom were made by: Patti and Gayle Usana.
Written Public Comment was submitted by - Rob Schaufenbil, Community Housing Works, Ron Montoya, Charles Morris, Michael Kohler, Tim Sbranti, Dianne Abaya and Jeff Axup. Council asked questions and provided comments. Director Rood and RSG provided a response.
Council provided direction to Staff. Action was taken on this item.
MOTION: A motion was made by Mayor Kelley to award the five million dollars to Satellite Affordable Housing Associates(SAHA). The motion did not receive a second.
MOTION: A motion was made by Council Member Bailey, seconded by Council Member Grimsley, to direct Staff to fund two projects and enter into negotiations with Eden Housing and Satellite Affordable Housing Associates(SAHA). Awarding each project 2.5 million dollars and to include labor discussions (prevailing wage, benefits, health care, etc) in the negotiation process, to the extent that the law will allow. The motion carried by the following vote:
