Sewer System Management Plan
June 2026

ELEMENT 1
Goal and Introduction
SWRCB Requirement (Order WQ 2022-0103-DWQ):

The goal of the Sewer System Management Plan (Plan) is to provide a plan and schedule to: (1) properly manage, operate, and maintain all parts of the Enrollee’s sanitary sewer system(s), (2) reduce and prevent spills, and (3) contain and mitigate spills that do occur. The Plan must include a narrative Introduction section that discusses the following items:

1.1 Regulatory Context: The Plan Introduction section must provide a general description of the local sewer system management program and discuss Plan implementation and updates.

1.2 Sewer System Management Plan Update Schedule : The Plan Introduction section must include a schedule for the Enrollee to update the Plan, including the schedule for conducting internal audits. The schedule must include milestones for incorporation of activities addressing prevention of sewer spills.

1.3 Sewer System Asset Overview : The Plan Introduction section must provide a description of the Enrollee-owned assets and service area . Additionally, the Plan Introduction section must provide reference to the Enrollee’s up -to-date map of its sanitary sewer system, as required in section 4.1 (Updated Map of Sanitary Sewer System) of this Attachment.

1.1 INTRODUCTION AND REGULATORY CONTEXT
This Sewer System Management Plan (SSMP) is a compendium of the policies, procedures, and activities that are included in the planning, management, operation, and maintenance of the City of Hercules (City) sanitary sewer system, , Waste Discharge Identification Number (WDID): 2SSO10141.

The State Water Resources Control Board (SWRCB) has adopted statewide Waste Discharge Requirements (WDR) for sanitary sewer systems under Order No. 2022 -0103-DWQ, effective June 5, 2023, which establishes requirements for the development, implementation, and periodic update of an SSMP. This Order supersedes and consolidates prior regulatory requirements, including earlier orders and amendments, and incorporates mo nitoring and reporting requirements directly within the WDR. This SSMP has been prepared to upd ate the City’s existing SSMP in accordance with the current WDR and applicable guidance. The structure and organization of this SSMP follows the above referenced WDR and contains language taken from the WDR as at that beginning of each element. The WDR uses the term “Enrollee” to mean each individual municipal wastewater agency that has completed and submitted the required application for coverage under the WDR (in this case, the Enrollee is the City). The City’s waste discharger identification number in the California Integrated Water Quality System (CIWQS) is 2SSO10141.

1.1.1 Spill Definition
Sanitary sewer spills are categorized and defined as follows. • Category 1: Discharge of untreated or partially treated wastewater of any volume resulting from a sanitary sewer system failure or flow condition that either reaches surface water and/or drainage channel tributary to a surface water, or reaches a Municipal Separate Storm Sewer System (MS4) and is not fully captured and returned to the sanitary sewer system or otherwise captured and disposed of properly.

Element 1
Goal and Introduction

• Category 2: Discharge of untreated or partially treated wastewater greater than or equal to 1,000 gallons resulting from a sanitary sewer system failure or flow condition that either does not reach surface water, a drainage channel, or an MS4, or the entire Spill discharged to the storm drain system was fully recovered and disposed of properly. • Category 3: Discharge of untreated or partially treated wastewater greater than or equal to 50 gallons and less than 1,000 gallons resulting from a sanitary sewer system failure or flow condition that does not reach surface water.
• Category 4: Discharge of untreated or partially treated wastewater less than 50 gallons resulting from a sanitary sewer system failure or flow condition that does not reach surface water.

1.1.2 SSMP History and Public Access
The City’s first SSMP was finalized in August 2009 and has been formally updated on the following occasions:
• 2014: Updated following 2011 audit
• 2019: Updated following 2017 audit
A certified copy of the SSMP, approved by the City Council at a public meeting, is maintained at the Public Works Department and posted at https://www.herculesca.gov/government/engineering-public-works/sanitary- sewer. Supporting documents are not available to the public to maintain the security of the City’s system.

Supporting documents are available to SWRCB or Regional Water Board staff upon request.

1.1.3 SSMP Goals
The goals of the City of Hercules SSMP are:
• To properly manage, operate, and maintain the City’s sanitary collection system through proper planning and implementation;
• To provide adequate capacity to convey flows by analyzing, identifying, monitoring, and correcting, areas of the collection system that are or could be considered insufficiently sized; • To minimize the number and frequency of sanitary sewer spills (Spills) through a proactive inspection and maintenance program of the City’s sanitary collection system; and • To mitigate the impact of Spills through quick response times, thorough cleanup, and public notifications

1.2 SSMP UPDATE AND INTERNAL AUDIT SCHEDULE
This update to the SSMP is based on the City’s 2024 SSMP Audit Report. The audit and next update schedule for this SSMP are provided in Table 1-1.

1.3 SEWER SYSTEM ASSET OVERVIEW
The City’s wastewater collection system serves the area within City limits in Contra Costa County (see Figure 1-1) and conveys an average dry weather flow of approximately 1.2 million gallons per day (mgd) of wastewater. This service area encompasses an existing population of approximately 26,000, with an additional 3,000 residents expected at full buildout of the service area . The system currently has 8,433 connections, with greater than 98 percent residential connections. The wastewater generated by the City is conveyed to and treated by the Pinole-Hercules Water Pollution Control Plant (WPCP), located southwest of the City limits in the City of Pinole.

The collection system includes approximately 62 miles of gravity sewer mains and 1,660 manholes, most of which were constructed after 1970. Gravity sewers located in the older areas of the City are believed to be constructed of asbestos cement (AC) pipe, also known as “Transite” pipe. New gravity sewer construction is typically polyvinylchloride (PVC) or High Density Polyethylene (HDPE) pipe. The City also owns six pump stations within the collection system, and approximately 3.8 miles of associated force mains inclusive of the Pinole WWTP effluent force main. The composition of the sewer pipes by size are provided in Table 1-2 and the lift stations are described in Table 1-3. A map of the wastewater collection system is provided in Element 4, Operations and Maintenance Activities.

1.3.1 Lateral Ownership Responsibilities
The City adopted Sewer Lateral Ordinance No. 457 on May 13, 2010, establishing enforceable performance standards for private sewer laterals connected to City sewer mains. The ordinance is intended to maintain the sewer system in reliable operating conditio n, reduce infiltration and inflow, minimize sewer overflows, and protect public health and safety.

Under the ordinance, private sewer laterals must be cleaned and inspected upon certain triggering events, such as a change in use to commercial, restaurant, or industrial; repair or replacement of the building sewer lateral; a City-determined public health need; or sale or transfer of the property. The City may also require inspection upon request.

To obtain a Sewer Lateral Certificate of Compliance, property owners must submit a completed application, the required fee, and a video inspection performed by a state -licensed plumbing contractor on physical media (CD/DVD or flash drive).

1.3.2 Data Management Systems
Asset inventory, work orders, and spill tracking are currently managed through spreadsheet -based recordkeeping. Regulatory spill reports are filed through CIWQS. Hydraulic modeling is performed in InfoSewer, a GIS -based one-dimensional modeling software us ed for capacity analysis and planning of gravity sewer systems, which is compatible with the City's collection system GIS. Spatial data and GIS files developed during the 2020 Sewer Collection System Master Plan Update are stored in Lightbox LandVision, the City's primary platform for spatial data management and system mapping.

The City is evaluating opportunities to implement a Computerized Maintenance Management System (CMMS) to improve recordkeeping, work order tracking, and asset management capabilities as part of ongoing program improvements.

4.2 PREVENTATIVE OPERATION & MAINTENANCE ACTIVITIES
The elements of the City’s sewer system O&M program include:
• Proactive, preventive, and corrective maintenance of gravity sewers, lift stations, and force mains;
• Closed circuit television (CCTV) inspection program to determine the condition of the gravity sewers;
• Rehabilitation and replacement of sewers and lift stations that have been identified to be in poor condition through the Collection System Master Plan update and subsequent CCTV efforts.

4.2.1 Pipelines
The city has historically maintained a seven -year hydro -flushing cycle for all sewer mainlines. Areas identified through historical records, maintenance experience, and inspections as requiring additional preventive maintenance are referred to as hot spots and are documented in Appendix C. Hot spots are locations prone to recurring blockages caused by FOG deposition, root intrusion, or structural defects such as line sags. These areas are inspected at minimum every six months and cleaned on a quarterly basis by the City's maintenance contr actor, H&R Plumbing, with additional cleaning performed on an as-needed basis.

4.2.1.1 Pipeline Inspection
The City utilizes contractors to perform CCTV inspection of the collection system. In 2018, a comprehensive system-wide inspection established a complete baseline condition assessment. Findings from this inspection inform ongoing mainline and lateral repair prioritization. Subsequent inspections will be conducted on a targeted, as-needed basis.

4.2.1.2 Manhole Inspection
The City plans to implement a City -wide program to address manhole inflow and infiltration (I/I) in the future. Manholes will be sealed to reduce the amount of inflow and infiltration coming into the sewer system.

4.2.2 Pumping/Lift Stations
Pump stations are visited and visually inspected daily for satisfactory operation. More detailed quarterly inspections are performed on each lift station to ensure operational efficiency, perform preventive maintenance, and conduct repairs as needed. Lift station wet wells are also cleaned as part of the City’s quarterly inspections by City staff and under contract with a local contractor, Andre’s Mechanical & General Engineering, Inc. The Victoria lift station is inspected and cleaned on a bi-monthly schedule.

Operations staff conduct quarterly training on emergency bypass pumping and generator power at all lift stations. The City is in the process of developing standard operating procedures (SOPs) for bypass pumping at each lift station and ensuring that necessary parts and equipment are maintained on hand to support emergency response operations.

4.2.3 Force Mains
The City inspects force mains on an as -needed basis informed by maintenance history and observed system performance. Two force main failures have previously occurred at the Bayside and Willow pump stations in 2011, and 2019, both at the connection point to the wet wells due to rigid connections. Repairs were completed using repair clamps and concrete encasement at the affected connection points. No further issues have been identified at these locations.

4.3 TRAINING
The City uses a combination of tailgate meetings and on -the-job training. Though documentation is minimal, training is conducted regularly. Training topics typically include the following:
• Spill Emergency Response (see Element 6 for details on detailed spill response training) • Pump Station O&M
• Safety
• Traffic Safety
• CPR
• Hazmat
Training events are not currently logged, but the development of a tracking log is planned in the future, as the required staffing resources become available.

4.4 EQUIPMENT INVENTORY
The City owns two (2) trailer -mounted diesel pumps that can be dispatched with pickup trucks and employed by maintenance crews as necessary for bypass pumping applications. The City has developed an inventory of major equipment and critical replacement parts that is included in Appendix D. As part of the SERP, the City uses local vendors to provide emergency equipment to supplement the City’s inventory on an as-needed basis.

ELEMENT 8
System Evaluation, Capacity Assurance and Capital Improvements SWRCB Requirement (Order WQ 2022-0103-DWQ):

The Plan must include procedures and activities for routine evaluation and assessment of system conditions; capacity assessment and design criteria; prioritization of corrective actions; and a capital improvement plan.

8.1 System Evaluation and Condition Assessment, including procedures to:
• Evaluate the sanitary sewer system assets utilizing the best practices and technologies available; • Identify and justify the amount (percentage) of its system for its condition to be assessed each year;
• Prioritize areas of the system for condition assessment; • Assess the system conditions using visual observations, video surveillance and/or other comparable system inspection methods;
• Utilize observations/evidence of system conditions that may contribute to exiting of sewage from the system which can reasonably be expected to discharge into a water of the State; • Maintain documents and recordkeeping of system evaluation and condition assessment inspections and activities; and
• Identify system assets vulnerable to direct and indirect impacts of climate change.

8.2 Capacity Assessment and Design Criteria, including procedures to identify system components that are experiencing or contributing to spills caused by hydraulic deficiency and/or limited capacity.

8.3 Prioritization of Corrective Action based on findings of the condition assessments and capacity assessments must be used to prioritize corrective actions. Prioritization must consider the severity of the consequences of potential spills.

8.4 Capital Improvement Plan including:
• Project schedules including completion dates for all portions of the capital improvement program;
• Internal and external project funding sources for each project; and • Joint coordination between operation and maintenance staff, and engineering staff/consultants during planning, design, and construction of capital improvement projects; and Interagency coordination with other impacted utility agencies.

8.1 SYSTEM EVALUATION AND CONDITION ASSESSMENT
CCTV inspection and supplemental data are used to identify and prioritize maintenance and rehabilitation needs. The City conducted a comprehensive system-wide cleaning and CCTV inspection that concluded in 2018, establishing a baseline condition assessment of the entire sewer collection system. The City conducts condition assessments on a targeted, as-needed basis, prioritizing pipe segments based on spill history, maintenance frequency, known problem areas, and proximity to surface waters or environmentally sensitive areas. A targeted CCTV inspection program is budgeted in the 2026/27 fiscal year as part of the Condition Assessment Project, which will build on the 2018 baseline and further inform rehabilitation and maintenance priorities going forward.

Additionally, CCTV inspection of the Willow -Newbury sewer rehabilitation was completed in Fall 2025 (6,400 LF) and warranty inspection of the Lower Sycamore trunk main is expected to be completed by the end of June 2026.

To support long -term capacity planning and system evaluation, the City contracted with West Yost to complete the Sewer Collection System Master Plan Update in April 2020 (2020 Master Plan Update). As part of that effort, an Innovyze InfoSewer model was developed to evaluate capacity and allow long-term management of the collection system. In 2024, a portion of the InfoSewer model was recalibrated using updated flow monitoring data collected in January and February 2024 and the model was recalibrated in 2025 to reflect the completion of the Lower Sycamore trunk main project.

Climate change may result in increased frequency of power disruptions, which could impact the City’s lift station operations. Each lift station is equipped with a portable generator connection to maintain operations during power outage events.

Condition Assessment Program
Details of the City’s condition assessment program are included in Element 4.

As part of its annual Condition Assessment Project, the City funds ongoing condition assessment for its wastewater collection system. Funded activities include:
• CCTV inspections
• Smoke testing
• Flow monitoring
• Lift station studies
• Physical inspections to evaluate asset condition and system performance Data collected through the Condition Assessment Project are used to identify system deficiencies, prioritize repairs, and refine future CIP projects.

8.2 CAPACITY ASSESSMENT AND DESIGN CRITERIA
The City uses a combination of hydraulic modeling, flow monitoring, design standards, and spill history to evaluate and maintain adequate system capacity. This section describes the methodologies and criteria used to assess the City’s ability to convey both dry weather and wet weather flows without spills caused by hydraulic deficiencies.

The collection system should be sized to handle wet weather flows, which include rainfall dependent infiltration and inflow of rainwater and groundwater in addition to the dry weather base flow. By buildout, the City’s wastewater peaking factors are expected to increase during both average dry weather flow and peak wet weather flow. Climate change may increase system demands by intensifying the frequency and magnitude of storms, potentially increasing infiltration and inflow (I/I), increasing erosive forces around pipelines located in vulnerable areas including canyons and creek crossings, and placing the collection system under additional strain. The 2020 Master Plan Update identified portions of the collection system which may be vulnerable to these impacts. The affected facilities are summarized below and shown on Figure 8-1. • Refugio Valley Road Gravity Main: Identified as deficient under existing conditions. This isolated gravity main is recommended to be monitored during major wet weather events.

• Refugio Creek Crossing Gravity Main: Identified as deficient under future conditions. A large amount of development is planned upstream of this gravity main. The 2020 Master Plan recommended that the City perform flow monitoring as development milestones are achieved to confirm sufficient capacity is available.

8.2.1 Hydraulic Deficiency and Spill Risk Identification The City identifies system components at risk of causing spills through analysis of:
• Historical spill data
• System inspection and condition assessment records
• Flow monitoring
• Hydraulic modeling evaluations (InfoSewer)
• Areas with known I/I
The City has completed the following planning studies to support hydraulic capacity assessment:
• Lower Sycamore Analysis (West Yost, September 2025)
• Sycamore Avenue Sewer Hydraulic Evaluation (West Yost, July 2024) • Sewer Collection System Master Plan Update (West Yost, April 2020) • CCTV Review of Highway 5, Willow Avenue, and Interstate 80 (West Yost, April 2019) • Sewer Collection System Master Plan (Dudek, August 2008) All of the City’s lift stations have a minimum of two pumps to provide redundancy in the event of a single pump outage. The City also maintains one backup pump for five of its six lift stations; four of the backup pumps are stored on-site at their respective lift stations.

ELEMENT 9
Monitoring, Measurement, and Program Modifications
SWRCB Requirement (Order WQ 2022-0103-DWQ):

The Plan must include an Adaptive Management section that addresses Plan implementation effectiveness and the steps for necessary Plan improvement, including:
• Maintaining relevant information, including audit findings, to establish and prioritize appropriate Plan activities;
• Monitoring the implementation and measuring the effectiveness of each Plan Element; • Assessing the success of the preventive operation and maintenance activities; • Updating Plan procedures and activities, as appropriate, based on results of monitoring and performance evaluations; and
• Identifying and illustrating spill trends, including spill frequency, locations and estimated volumes.

This element addresses the requirements outlined in Element 9 of the State Water Resource Control Board’s Waste Discharge Requirements for Sanitary Sewer Systems, as applicable to the City’s system.

9.1 OVERVIEW
The City monitors the effectiveness of its SSMP, evaluates key performance indicators, and implements modifications as needed to support continuous improvement of the sewer system management program.

In general, the City’s adaptive management consists of the following:
• Maintaining up-to-date and relevant information
• Monitoring implementation and measuring effectiveness of SSMP elements • Evaluating the effectiveness of the preventive maintenance program • Identifying and analyzing spill trends
• Updating procedures and resources based on performance

9.2 MAINTAINING RELEVANT INFORMATION
The City archives audit findings, spill data, inspection reports, technical studies, customer requests, and other source data. Operations and maintenance records, including work orders and equipment logs, are maintained internally and can be made available to State and Regional Water Board staff upon request.

9.3 SSMP EFFECTIVENESS
The City evaluates the effectiveness of its SSMP elements through a combination of internal audits and performance metric analysis. Performance metrics are tracked and reviewed by management on a regular basis to identify spill trends, measure progress aga inst targets, and guide program adjustments. As part of the 2024 SSMP Audit, the City incorporated an evaluation of effectiveness at the conclusion of each SSMP element to assess whether each element was functioning as intended and achieved its stated objective. Where compliance gaps or improvement opportunities were identified, recommendations were made and have been incorporated into the 2025 SSMP update.

9.4 KEY PERFORMANCE METRICS
The indicators the City will use to measure the performance of its wastewater collection system and the effectiveness of its SSMP are:
• Total number of Spills per year
• Spill Rate (number per 100 miles per year)
• Number of Spills by cause (roots, grease, debris, structural failure, capacity, lift station failures, and other)
The City is also considering implementing the following key performance metrics in the future:
• Tracking completion of hot spot cleaning at site appropriate frequencies • Tracking reliability of communications systems at all facilities, including planned improvements to SCADA coverage and installation of additional Smart Cover manhole monitoring units.
• Monitoring Capacity Performance of Gravity mains identified as deficient in the 2020 Master Plan Update, as follows:
— Mains deficient under existing peak wet weather flows: Monitor system response during major wet weather events to identify surcharging or overflow conditions — Mains projected to be deficient in the future: Monitor as upstream development projects come online and begin discharging to the collection system.

9.5 SPILL TREND METRIC RESULTS
This section presents the results of three key spill trend performance metrics for the last 10 years (2014 to 2024). These metrics include the total number of spills per year, the total volume and location of spills, and the spill rate normalized by system size.

9.5.1 Total Number of Spills per Year
Figure 9-1 presents the trend in total number of spills per year by spill category. Since 2014, spills have generally remained low, with two spills per year during 2014, 2019, and 2022 marking the highest annual number in this period. The City has not experienced a Category 1 spill since 2022.

The City has experienced nine spills since 2014. Failures were reported at the following locations:
• Manhole (four spills)
• Lift station (two spills)
• Gravity main (three spills)

• The Plan must include procedures for the Enrollee to communicate with:
• The public for: Spills and discharges resulting in closures of public areas, or that enter a source of drinking water; and the development, implementation, and update of its Plan, including opportunities for public input to Plan implementation and updates. • Owners/operators of systems that connect into the Enrollee’s system, including satellite systems, for: System operation, maintenance, and capital improvement-related activities.

This element addresses the requirements outlined in Element 11 of the State Water Resources Control Board’s Waste Discharge Requirements for Sanitary Sewer Systems, as applicable to City’s system.

11.1 PUBLIC COMMUNICATION
The City maintains a website (http://www.hercules.gov/) to inform the public about City activities. The City’s website is an effective communication channel for providing alerts and news to the public. The website provides important announcements, public hearing notices, links to agendas and minutes for City Council meetings, and other key information for City residents. Community members can also sign up to be notified by email about City events and news by completing the eNotice Sign Up (https://www.herculesca.gov/our-city/enotice-sign-up). The City publishes the most up-to-date SSMP on the Public Works Department page of the City website.

The City communicates with the City Council at public meetings that allow for input from the public with regard to the implementation and performance results of the collection system operations.

SANITARY SEWER SPILL

EMERGENCY RESPONSE PLAN

INTRODUCTION
The following sanitary sewer overflow scenarios were developed to address public health and regulatory concerns as the City of Hercules (WDID: 2SSO10141 ) desires to keep the city clean, healthy, and in compliance with sanitary sewer overflow laws.

This document is dynamic in nature and will be updated annually, or as necessary, to reflect new changes in the law, personnel, new public health information, unforeseen sanitary sewer overflow scenarios and changes in clean -up containment technologies. I t is intended to primarily address emergency sanitary sewer overflows that have public health significance. It is designed to protect public health and the environment by applying a process that will address a broad range of sanitary sewer overflow scenarios.

The objectives are to prevent the discharge of raw or partially treated sewage to any waters and to protect public health by preventing backup of sewage and subsequent discharge to basements, streets, and other public and private property.

• Contact any local residents who may be impacted.
• Contact Supervisor, Manager or Director, as needed
C. Field Activities:

Typical Respondent’s role: (Bring Emergency Response Packet on all Calls.) a. Protect public health, environment and property from sanitary sewer overflows and restore area to normalcy as soon as possible.
b. Establish perimeters and control zones with cones, barricades, vehicles or terrain. c. Promptly notify agency communication centers of preliminary sanitary sewer overflow information and potential impacts.
d. Contain sanitary sewer overflow to the maximum extent possible. Every effort must be made to prevent the sanitary sewer overflow into surface waters. e. Fill out SSO form.

D. Relieving Cause of the Sanitary Sewer Overflow:

1. Relieve the stoppage as soon as possible by contacting contractor on local vendor list.

2. Refer to and follow all safety regulations.

3. Contain the sewage discharged to the maximum extent possible.

4. If sanitary sewer overflow enters the creek, use screen to collect solids.

5. Any sanitary sewer overflows over 10,000 gallons; the discharger should collect receiving water samples upstream and downstream of the sanitary sewer overflow and have them analyzed for total and fecal coliform. Soil samples may be required in the affected area.

4 City of Hercules
June 2026

E. Sanitary Sewer Overflow Containment and Recovery:

1. Install air plugs on storm drains whenever appropriate to contain the sanitary sewer overflow.

2. Divert sanitary sewer overflow by building a small berm to change direction of flow to sewer.

3. Divert sanitary sewer overflow by pumping around overflow and return to sewer.

4. Contain sanitary sewer overflow by allowing it to collect in a naturally low area or pump to a storage tank and recover collected sewage as soon as possible.

5. Dike/dam or sand bag sanitary sewer overflow by building a dirt berm to collect the overflow.

F. Clean Up and Disinfection

1. Flush area with tertiary water. The amount of flush water should be at least three times the quantity of the sanitary sewer overflow.

2. If chlorinated water is used for disinfection, the water should be contained and returned to sewer.

G. Sign Posting and Barricading

1. Post “CONTAMINATED WATER” signs and block the contaminated area with “yellow caution” tape barricades. Do not remove these until the lab tests are cleared.

H. Sewer Backup Involving Private Property Standard Operating Procedures (SOP) Refer to Emergency Response Plan (ERP) for situational procedures. • Emergency Response Packet Includes:
— Camera
— Cell Phone
— Emergency Response Plan
— Radio
FIRST – Determine if stoppage is in the City main line. • IF YES – Contact contractor on local vendor list to relieve the blockage and backup and call a City staff Supervisor or Manager.
• IF NO – Inform customer that the problem is in their private line and that a plumber of their choosing should be contacted to fix the problem.

NEXT - Ask customer if they desire cleanup:
• IF YES – Call E.V. Link @ 1-800-413-2999 or 707-479-1375 (Bruce Burnett). Request a cleanup crew be dispatched. Ask for ETA and relay information to customer. If for some reason E.V. Link cannot be reached, refer to ERP for alternate restoration companies.

DO NOT ATTEMPT TO CLEAN SEWAGE BACKUP INSIDE THE BUILDING YOURSELF. • IF NO – Request that the customer sign a “Refusal of Service” form. If customer does not wish to sign this form, fill out form and note that they chose not to sign.

Inform customer to:
• Keep pets and inhabitants from walking through spill.

SPILL EMERGENCY RESPONSE PLAN

5 City of Hercules
June 2026

• Put towels or some form of diversion to keep the spill from reaching floor vents and spreading.
• Start making a list of items and areas affected by the spill. • Contact their insurance company.

Take pictures of affected areas and items.

If relocation to a motel is requested, call from the list in the ERP to accommodate.

Inform the customer that you can only authorize a one-night stay or until the next business day when a City of Hercules representative or a representative from the City’s insurance company would contact them.

Do not volunteer or disown City liability. If asked about liability, inform them that the City’s insurance representative would determine liability.

Always maintain a professional and courteous approach to these matters. Put yourself in the customers’ position and understand that this can be a very stressful and aggravating situation. The customer, understandably, may not be very pleasant.

DO NOT WALK AWAY FROM AN UNRESOLVED SANITARY SEWER OVERFLOW (SSO)

THAT HAS THE POTENTIAL FOR IMMEDIATE IMPACT ON PUBLIC HEALTH, SAFETY, OR ENVIRONMENTAL DANAGER.

If there is a discrepancy as to responsibility, and/or no other timely solution to resolving an SSO, we will make every effort to fix the problem. All financial and legal responsibilities will be left to determine at a future time.

For containment and cleanup of outdoor spills, refer to ERP.

In the event that the customer is without service and chooses not to relocate, contact vendor from local vendor list for (2) portable chemical toilets as an option for a short- term solution.

COLLECTION SYSTEM DEPARTMENT
Sanitary Sewer Overflow
Calculation Method
To calculate the number of gallons in a sanitary sewer overflow, you must determine the volume of the sanitary sewer overflow. If it is a rectangular contained area:

V=L x W x D x 7.48 = Gallons
Example: A spill 100’ x 100’ x 6”
100’ x 100’ x .5’ x 7.48 = 37,400/gallons
If you are dealing with a sanitary sewer overflow that has been running into a storm drain, you must estimate the gallons by the amount of time of the overflow x the number of connections on the receiving line (200 gallons per household per 24 hours).

Example: If you have a line with 6 houses on it and it has been overflowing for 24 hours:
6 x 200/gallons = 1,200/gallons
Example: If you have 60 houses on a line that has been overflowing for 1 hour:
60 x 200/gallons divided by 24 hours = 500/gallons

2024 SSMP Audit Report

INTRODUCTION

This audit was performed in August 2024 on the City of Hercules’ (City) January 2019 Sewer System Management Plan (SSMP)
–

WDID 2SSO10141
–

as required by the State Water Board Order No.

2022
-

0103
-

DWQ, Statewide
Waste Discharge Requirements for Sanitary Sewer Systems (WDR, General Order).

According to the State Water Board
Sewer System Management and Program Audit Due Dates Look Up

website
1 , the City’s next SSMP update is due August 2025. The City’s SSMP was last updated in 2019.

The

City updated the Spill and Emergency Response Plan (SERP, formerly Overflow Emergency Response Plan) portion of the SSMP in June 2023 as required by the State Board.

The City’s SSMP was last audited in June 2023 based on the 2006 General Order (retroactive audit, covering the 4
-
year period from January 2019 to January 2023). Therefore, this audit covers the period from January 2023 to August 2024. This August 2024

audit will align the City with the State Water Board’s
due dates.

The intent of the audit is to evaluate the SSMP’s compliance with WDR Order No. 2022 -
0103
-
DWQ and
the effectiveness of the SSMP individual elements.

AUDIT PROCESS

The
2024 audit methods included a Gap Analysis and an Effectiveness Evaluation using the City’s performance
indicators. The audit findings and recommendations will be used to update the City’s SSMP during the next required update (due August 2025), or specific elements that are required to be updated before August 2025.

GAP ANALYSIS

The Gap Analysis evaluated whether the SSMP is compliant with the WDR. The Gap Analysis uses industry reference materials, benchmarking data, and State Board regulatory enforcement procedures to identify areas for improvement in the SSMP itself, or the Cit
y’s management or maintenance procedures.

The Gap Analysis results are presented in Table 1 below. An “X” indicates that a gap exists as described in the column. An element with a “check mark” indicates the element is found to be in compliance with the WDR. Comments indicate action items recommend
ed to comply with the WDR or to improve the SSMP
as a management tool. The column at the far right indicates how the gap will be addressed in the forthcoming 2025 SSMP update. At the end of each Element section, a summary of the effectiveness of the SSMP E
lement is provided along with suggestions on improvement if applicable. Effectiveness is further evaluated the City’s performance indicators, as summarized in the last section of this report.

EFFECTIVENESS

EVALUATION

Performance indicators
developed in the 2019 SSMP Update (Section IX: Monitoring, Measurement, and Program Modifications) were used to measure the performance of the wastewater collection system and the effectiveness of the SSMP. Performance indicator metrics were retrieved from

the California Integrated
Water Quality System (CIWQS) online database. Selected performance indicators are listed below. Historical results for the past ten years (2014 through June 2024) are presented in the following sections.

1. Total

number

of

SSOs

per

year

2. SSO

Rate

(number

SSO Rate

Figure 2 presents the trend in SSO rate. The SSO rate per 100 miles of gravity main has remained relatively
unchanged because the length of gravity mains has not changed significantly and the number of SSOs per year is low. The City’s average SSO rate of 1.32 is below the Region 2 average rate of 3.95 SSOs per 100 miles of gravity main (Fiscal Year 20
22 -
23)

Number of SSOs by Cause

Table
2 presents the SSOs by cause for each year.

Grease

and
pump station failures

have historically
accounted for the greatest portion of the City’s SSOs. The City has an ongoing FOG program and
participates in the Contra Costa Clean Water Program, which conducts FOG inspections at food service establishments within the City. Pump station failures have occurred at a privately owned and operated lift station that contributes flow in
to the City’s collection system, resulting in SSOs within the City’s system.
