STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of September 8, 2026
TO: Mayor and Members of the City Council
VIA: Patrick Tang, Interim City Manager
SUBMITTED BY: Mike Roberts, Interim Public Works Director SUBJECT: Acceptance of Civil Improvements as Complete and the Offers of Dedication for Easements for Tract No.9606 Owl Ranch RECOMMENDED ACTION:

Adopt a resolution accepting the civil improvements as complete and offers of dedication for easements for Tract No.9606 Owl Ranch.

BACKGROUND:

The Final Map for Subdivision 9606 Owl Ranch was filed with the County in November 2023. At that time, acceptance of offers of dedication for public easements were deferred pursuant to the subdivision improvement agreement, which was entered into concurrently, until the civil improvements such as the streets, curb and gutter, sidewalks, and underground utilities were satisfactorily completed by the developer in accordance with the improvement plans. While all of the civil improvements within the Subdivision are private, the City is still required accept them pursuant to the subdivision improvement agreement.

ANALYSIS:

The civil improvements have been completed to the satisfaction of the City Engineer and it is now recommended the City Council accept them as complete as well as the offers of dedication for the easements, which include utility, sanitary sewer, emergency vehicle, and pedestrian access.

ENVIRONMENTAL REVIEW:

The Owl Ranch Project was evaluated based on the requirements of the CEQA, and pursuant to CEQA Guidelines section 15074, the City Council adopted an Initial Study/Mitigated Negative Declaration, finding there is no substantial evidence that the project will have a significant effect on the environment and that the mitigation measures in the Mitigation Monitoring and Reporting Plan will mitigate any potential impacts to less than significant levels. Acceptance of the civil improvements and offers of dedication for the easements is within the scope of the Project and will not result in additional or new impacts.

FISCAL IMPACT:

Council acceptance of the public improvements will allow the Developer, D.R. Horton, to release the performance bonds, labor/material bonds, and grading permit bonds.
