VIA: Patrick Tang, Interim City Manager
SUBMITTED BY: Mike Roberts, Interim Public Works Director SUBJECT: Professional Services Agreement with Sanbell to provide Construction Management Services for the Foxboro Pavement Rehabilitation Project – Phase 1 RECOMMENDED ACTION:
Adopt a resolution authorizing the City Manager to execute a professional services agreement with Sanbell, Inc. in the amount of $81,974 to provide Construction Management Services for the Foxboro Pavement Rehabilitation Project – Phase 1.
BACKGROUND:
This Project is located in the Foxboro Neighborhood. The work includes asphalt pavement grinding and overlay, utility and monument cover adjustments, pavement striping, and traffic sign installation along Dartford Street and Oxford Street. The project also includes sidewalk concrete repair along Willow Avenue and Brighton Street.
Sanbell, Inc. recently completed the design of the Project and the construction contract is recommended for award under a separate agenda item tonight. Sanbell Inc., formerly known as Bellecci & Associates, Inc., is a General Civil Engineering firm on the City’s prequalified engineering list. City staff have worked with their team over the past decade where they have performed well and gained an understanding of the Department’s needs and expectations. Sanbell’s design contract includes future phases of Foxboro as well as sections of Willow Avenue. Having them perform construction management on this project will be beneficial since they are familiar with the design and knowledge gained that is unique to the Foxboro neighborhood can be applied to the future phases of work.
The Project is included in the FY 26-27 Budget and the City’s 10-Year Capital Improvement Program.
ANALYSIS:
Under the terms of the Professional Service Agreement, Sanbell will provide turn-key, full-time construction management services including inspection, post-construction services, and engineering support services for the duration of the Project. Details are included in their Scope of Work (Att #2).
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301, Existing Facilities, which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
