SUBMITTED BY: Mike Roberts, Interim Public Works Director/City Engineer SUBJECT: Award of a Construction Contract in the amount of $804,133 to Rapid Grading Service for the Foxboro Pavement Rehabilitation Project – Phase1 RECOMMENDED ACTION:
Adopt a resolution authorizing the City Manager to execute a construction contract with Rapid Grading Services in the amount of $804,133 for the Foxboro Pavement Rehabilitation Project – Phase 1,and authorizing an additional expenditure of up to $80,413 for a 10 percent contingency on said construction contract, for a total not to exceed contract amount of $884,546.
DISCUSSION:
The Project is located in the Foxboro Neighborhood. The work includes asphalt pavement grinding and overlay, utility and monument cover adjustments, pavement striping, and traffic sign installation along Dartford Street and Oxford Street. The project also includes sidewalk concrete repair along Willow Avenue and Brighton Street.
The Foxboro Pavement Rehabilitation Project – Phase 1 was advertised for bids in the West County Times on July 20 and 27, 2026 and in 5 regional plan rooms. A total of 7 bids were received at the bid opening deadline of 2 pm on Tuesday, August 11, 2026. Upon opening the 7 bids, Radius Earthwork was the apparent low bidder. However, upon further review it was discovered that Radius Earthwork, Inc.’s bid omitted required information which rendered the bid unresponsive. Rapid Grading Services submitted the second lowest bid of $804,132.49, which was determined to be responsive.
Rapid Grading Services is based in Hayward, has been in business for 4 years, and has pavement rehabilitation and resurfacing experience on public works projects, including in Pheasant Hill, Solano County, Lafayette, Richmond, Calistoga, and San Rafael. Their references and bid proposal have been checked. Rapid Grading Services was determined to be a responsible bidder.
