STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of September 8, 2026
TO: Mayor and Members of the City Council
VIA: Patrick Tang, Interim City Manager
SUBMITTED BY: Dwayne Collard, Police Commander
Kristi Carter, Human Resources Manager
SUBJECT: Addition of a Police Support Supervisor Job Description to the City’s Classification Plan RECOMMENDED ACTION:

Adopt a resolution approving the addition of a Police Support Supervisor job description to the City’s Classification Plan and approving an amended Fiscal Year 2026-2027 Master Salary Schedule pursuant to California Public Employees Retirement System (“CalPERS”) requirements.

BACKGROUND:

As part of the adopted Fiscal Year 2026-2027 budget, the City Council approved the upgrade of an existing Police Department position to establish a supervisory-level position within the Police Support Specialist class series.

The Police Department relies on non-sworn professional staff to perform specialized administrative, records, and law enforcement support functions, including maintaining and processing confidential police records, responding to records requests, coordinating court-related documents and criminal filings, managing data within police information systems, and providing assistance to the public.

The City currently does not have a dedicated non-sworn supervisory classification within the Police Support Specialist class series. The proposed Police Support Supervisor classification formalizes the supervisory structure approved as part of the Fiscal Year 2026-2027 budget and establishes responsibility for the day-to-day supervision, training, performance, and coordination of assigned police support staff.

ANALYSIS:

The proposed Police Support Supervisor classification is designed as the first-line non-sworn supervisory level within the Police Support Specialist class series. The classification will provide direct supervision to Police Support Specialists and other assigned staff and will be responsible for planning, organizing, assigning, supervising, and reviewing their work.

The Police Support Supervisor will participate in the hiring and training of assigned staff, evaluate employee performance, counsel employees, and make recommendations regarding initial discipline and other personnel matters. The position will also exercise initiative and independence in implementing departmental policies, developing effective work processes, and resolving operational issues.

The classification is distinguished from the Police Support Specialist by the complexity of the work and its full supervisory responsibility over assigned staff. It is also distinguished from the Administrative Sergeant, which is a sworn law enforcement classification with broader responsibility for supervising both sworn and non-sworn personnel.

In addition to its supervisory responsibilities, the Police Support Supervisor will oversee specialized police support functions, including police records processing and release, court and agency coordination, criminal filing coordination, police information systems, and assistance to the public. The position will also oversee the timely processing of Public Records Act requests in accordance with applicable policies, procedures, and legal requirements.

The Police Support Supervisor will be a full-time, non-exempt position represented by Teamsters Local 315. The classification will be placed in Pay Grade 147, consistent with comparable supervisory classifications represented by Teamsters Local 315 and reflecting the level of supervisory responsibility and organizational placement of the position. Approval will formally add the Police Support Supervisor classification to the City’s Classification Plan. The classification will also be reflected in the amended Fiscal Year 2026-2027 Master Salary Schedule.

FISCAL IMPACT:

The estimated annual cost for the Police Support Supervisor position, fully loaded assuming family-level health insurance benefits are elected, would be $155,000 mid-step.

Approval of the proposed job description will implement the classification change authorized as part of the adopted Fiscal Year 2026-2027 budget.
