SUBJECT: Approve Resolution Appointing Mike Futrell as City of Hercules City Manager and Authorize the Mayor to Execute an Employment Agreement RECOMMENDED ACTION:
Approve a resolution appointing Mike Futrell as City of Hercules City Manager and authorize the mayor to execute an employment agreement with Mike Futrell.
BACKGROUND:
In March 2026, former City Manager Dante Hall left the City of Hercules to take a new position with the City of Monterey. Upon his departure, the City Council appointed Patrick Tang to be the Interim City Manager while the City undertook a recruitment process to select a permanent City Manager.
In April 2026, the City Council selected Mosaic Public Partners, a nationwide recruiting firm, to conduct an open and broad search for the most qualified candidates to be considered as the next City of Hercules City Manager.
At a special meeting on July 29, 2026, the City Council convened in closed session to interview candidates identified by the recruiting firm. Separate interviews were also conducted by City department directors. On July 31, the City Council conducted final interviews with the top four candidates in closed session. On August 3 and August 25, the City Council met in closed session to discuss the interview process and deliberate. The City Council voted unanimously to direct staff to negotiate an employment agreement with Mr. Futrell and to prepare a resolution to appoint Mike Futrell to the position of City Manager with commencement of his duties on September 23, 2026.
The attached agreement, prepared by the City Attorney, is the product of this negotiation process and is provided to the entire City Council for consideration.
DISCUSSION:
Mr. Futrell was previously the City Manager of the City of South San Francisco and the City of Riverside. He holds a bachelor’s degree in Business and Public Administration and a law degree from Louisiana State University, as well as a Master of Business Administration from the University of Massachusetts. Mr. Futrell is also a retired United States Navy officer and a former member of the Louisiana House of Representatives.
Approval of the employment agreement and authorization for the mayor to execute it is now required.
FISCAL IMPACT:
This item has no fiscal impact to the General Fund as the position’s pay and benefits have already been incorporated into the FY 2026/27 Budget.
