STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of October 13, 2026
TO: Mayor and Members of the City Council VIA: Mike Futrell, City Manager SUBMITTED BY: Joseph Vasquez, Chief of Police
SUBJECT: Additional Funding for Vehicle Replacement
RECOMMENDED ACTION:

Staff recommend that the City Council approve an additional appropriation of $21,750 from the City Vehicle Replacement Fund for the purchase of a replacement police patrol vehicle for the Police Department.

EXECUTIVE SUMMARY:

In January of 2026, the Chief of Police submitted a budget request in the amount $132,645 for the replacement of one administrative vehicle and one patrol vehicle. The amount requested was based on prior similar vehicle replacement purchases and costs at that time for equipment and installation of emergency equipment. Due to inflation and the rising costs for vehicles, equipment, and installation services, it has been determined that the amount of $132,645 is insufficient to make both purchases.

BACKGROUND:

The Police Department currently operates a fleet of patrol vehicles that are essential to providing continuous law enforcement and emergency response services throughout the community.

A police patrol vehicle assigned to Patrol Division has reached the end of its anticipated service life and requires replacement. The vehicle has accumulated well over 110,000 miles and has experienced increasing maintenance and repair needs. Continued operation of the vehicle may result in increased maintenance costs, reduced reliability, and potential service disruptions.

The Council previously authorized an appropriation of $132,645 as part of the FY 26-27 budget under Resolution No. 26-038, which the City Council adopted at its regular meeting on June 23, 2026. This funding was designated to replace two vehicles. However, during the procurement process, it became evident that the projected cost of both vehicles, plus the necessary police-specific equipment, will exceed the allocated budget by $21,750. As a result, this shortfall requires further review to secure the necessary funding. Therefore, staff recommend that the City Council approve an additional appropriation of $21,750 from the City Vehicle Replacement Fund.

ANALYSIS:

The replacement vehicle will be equipped for police patrol operations, including the necessary emergency lighting, communications equipment, computer/mobile data system, safety equipment, and other required police equipment.

FISCAL IMPACT:

The Police Department requests an additional appropriation of $21,750 from the Vehicle Replacement Fund. This fund currently has sufficient resources to fully support this request. The department expects to manage ongoing operating expenses, including fuel, vehicle maintenance, insurance coverage, and necessary equipment replacement, within its existing operating budget.
