13. PUBLIC COMMENT

Laura Pena
Dear Mayor, Council Members, and Staff – I recently received a “Parking Alert” from HbPD and the City regarding NEW green zones in the Downtown District. The NEW meters will have a 24-minute time limit from 10AM to 8 PM and will have a 2-hour or 3-hour posted time limit from 8 PM to 2 AM in order to encourage turnover of these vitals spaces.
Can the city please advise how many NEW meters have been updated with this 24-minute time limit? Also, can the city provide of map of the location of these meters? It would have been helpful to have this information provided to the community at the recent Town Hall in Council Chambers so businesses could have provided feedback on how this helps or hurts our businesses. In the past, when 24 minute meters were installed on Pier Avenue there were negative repercussions some of our businesses experienced because they weren’t able to give advance warnings to their customers about the change in limited times. Also, please note, some businesses have an hour long appointments for their services that would require patrons to make sure they park accordingly.
As always, I appreciate your consideration.

Dear City Council,
Please see the "above" PDF that describes the overreach of City Manager Lowenthal's edict that public participants are no longer allowed to speak about "staff performance" in City Council & Commission meetings and ask the City Attorney to publicly opine both the legal basis for this new restriction, its basis in existing city policy and exactly how these new draconian rules will be implemented. see above PDF for details.

Dear City Council,
The above "attached" pdf describes in detail how city staff and the council have tried to manipulate public opinion to support the the City's new sales tax ballot initiative, using $60,000 of your tax payer dollars to publish one sided PROMOTIONAL mailers and videos that the city has falsely characterized as "educational fact sheets. i hope you take time to read the above PDF and ensure the second sales tax educational sales tax mailer actually presents the PROs & CONs of the sales tax ballot initiative and is NOT just a tax payer funded sales tax promotional. anthony higgins

The above pdf raises issues surrounding a somewhat misleading Measure A (Homelessness) staff report that have yet to be addressed by the city council. Hopefully they will confront the staff-report inaccuracies and misleading statements squarely in tonights council meeting anthony higgins
anthony higgins
Dear City Council,
First, the staff report for this agenda item says on page 4 of of Attachment 1:
The City of Hermosa Beach does not currently have any approved sales tax measures to support general City services, so the total effective tax rate in Hermosa Beach is currently 9.5 percent....
But the city has a 1% local sales tax already in place; correct? So if the above statement is true and the city doesn't have any sales tax measures that support GENERAL CITY SERVICES then what the heck is the existing 1% sales tax being spent on? Second, the staff report says that Measure A will have no Fiscal impact on the City.
The question I have is if Measure A passes how much money will be returned to the city for Homeless programs? Isnt this a Fiscal Impact?
It should be fairly easy to come up with a budgetary estimate since Measure A is basically a replacement for Measure H, just at 0.5% instead of 0.25%, and we should know how much money was returned to the city under Measure H... no? Shouldnt the Council have this information as it considers Measure A ? Thank you
