13. PUBLIC COMMENT
Public Comments
anthony higgins
City Council,
City Manager Lowenthal,
City Attorney Donegan,
City Staff under the leadership of City Manager Lowenthal with the support & approval of our City Council continues to gaslight and blatantly mislead the public on the sales tax increase AND public participation and community engagement rights.

Here are the cold hard facts:

FIRST, on Measure HB, the sales tax; the city has hired a PR firm to cherry-pick pro-sales-tax facts and prepare what they call "educational material", but only tells the city's pro-tax story.

The city is using our tax dollars to manipulate public opinion and at the same time deny residents access to the city's local cable broadcast channels.

The city considers its ballot arguments FOR THE SALES TAX as EDUCATIONAL MATERIAL and the arguments against the sales tax as PROMOTIONAL material that should NOT be allowed on the city's cable channels or included in the city's Educational-Mailers.

That has a clear appearance of staff election-engineering and that is a bright red line that should have never have been crossed.

SECOND, the city council has refused to ask the city attorney to correct for-the-record the illegal and improper edict from our city manager when she said residents were not allowed to bring up staff performance in city council meetings.

That was a level of oppression, arrogance and ignorance unmatched by any city manager in all the many years Ive watched our city council meetings.

And that none of our weak kneed city councilman asked the city attorney to clarify this is extremely telling in and of itself.

THIRD, the city council implemented new rules related to zoom participation that disallowed residents from speaking on important non agenda items.

This blatantly discriminated and seniors, the mobility disabled and immunocompromised.

The council has turned a deaf ear to many that have called for correcting this.

All and all this council is allowing our staff to run the city unchallenged; in an unethical and repressive fashion on far too many fronts.

Anthony Higgins.

This is the time for members of the public to address the City Council on any items within the Council's jurisdiction and on items where public comment will not be taken (City Manager Reports, City Councilmember Comments, Consent Calendar items not pulled for separate consideration, and Future Agenda Items).

The public is invited to attend and provide public comment. Public comments are limited to two minutes per speaker and shall only be taken from those present in City Council Chambers. No remote public comment will be taken during this time unless required by the Brown Act. A total of thirty minutes will be allocated to this initial public participation item. This time allotment may be modified due to time constraints at the discretion of the Mayor or City Council. Another period is also reserved for general comment later in the meeting for those who could not be heard at this time.

No action will be taken on matters raised during public comment, except that the Council may take action to schedule issues raised during public comment for a future agenda.
