Hermosa Beach Civic Facilities Community Advisory Group — Member (current) —As a member of the Civic Facilities Advisory Group, I am immersed in the zoning code, economic development plans, and facilities condition assessments as I work with my colleagues to advise the City Manager on options to address our decaying facilities. —Relevance to the Planning Commission: I evaluated redevelopment options for downtown Hermosa while balancing zoning restrictions, financing, and community needs. Engaging with city staff, consultants, and residents on the trade-offs of potential decisions has been excellent preparation for the Planning Commission.

Megafire Action — National Policy Director (current)
— I lead policy strategy for a non-profit dedicated to ending the wildfire crisis. — Relevance to the Planning Commission: Many of the policy topics I work on, such as CEQA, public land use, and zoning standards for high fire risk areas are relevant to the Planning Commission’s land use and zoning responsibilities. My work on building/zoning policies that balance growth with wildfire protection has deepened since the Palisades/Eaton Fires and given me familiarity with topics facing the Commission.

United States Food and Drug Administration — Congressional Affairs Specialist (2020-2022) — In this role, I led FDA’s engagement with Congress on COVID-19 vaccine development and regulation, emergency appropriations needs for COVID-19, drug manufacturing inspections, and other high-profile public health issues.
— Relevance to the Planning Commission: I balanced competing priorities from the House, Senate, and Trump/Biden Administrations on serious public policy decisions. These skills in intergovernmental relations will be useful in balancing the interests of residents, business owners, state housing authorities, and the City Council and staff.

Harvard Business School — Masters in Business Administration (2024) — In my MBA I received training in financial analysis, budgeting, and data-driven decision-making. — Relevance to the Planning Commission: Zoning, development, and permitting decisions require a clear understanding of economic feasibility, resource allocation, and long-term investment impacts. My education has prepared me to understand the needs of businesses and make informed, balanced decisions for Hermosa.

COMMUNITY PARTICIPATION AND SERVICE (Past and Present)
Why do you wish to serve on the Board/Commission?
I moved here with my family in 1979 and knew early on that I wanted to spend my whole life here.

I've built my life to be able to do that by buying property here, building my family here, opening businesses in Hermosa and giving back via my work at the Hermosa Beach Museum.

I want to support the city by helping it plan for future civic success.

Which duties and responsibilities of the Board/Commission are important to you and why? Here are the three most important areas of work I'd like to support:

1. Land Use Controls: our small city has precious, yet few resources. These resources are what make our city beautiful, appealing to residents and visitors, and leave our city at risk if we don't manage them carefully. At the same time, our land and resources need to be used to support city revenue growth (civic, commercial, residential infrastructure maintenance, and overall safety. I believe this is area of work in the important.

2. Near Term Planning: this is where so much discord can arise between residents, businesses, and other interested parties. I've learned over the years how to weigh and prioritize conflicting needs as well as liaise between disputing parties to successful outcomes. I'd like to bring this skill set to some of our city's daily/weekly/monthly pressing concerns.

3. Long Range Planning: I've worked on long range growth strategies for many businesses. I'd like to participate in this for our city to help us align the long term vision for Hermosa, with broadly appealing programs and opportunities that will become platforms for sustained civic health.

Greg McNally is a Hermosa Beach homeowner, small business owner, and retail consultant. Greg works with business owners, operators and investors to solve complex challenges in a variety of settings. His experience spans from retail and hospitality operations to contract amenities services for large property owners, to public policy and licensing and certification processes - all experiences that support understanding long-term planning, zoning, permitting and compliance for a city.

For the past 7 years Greg acted as the owner’s representative of one of the United States' largest land companies with office, retail, resort and residential assets. Work included leading in-depth audits of operations and guest experience, as well as financial performance. Additional work included program development, staffing strategies, and concept “fit assessments" for new businesses. Greg has utilized these experiences and expertise to open a successful small business in Hermosa Beach.

After moving to Hermosa Beach in 1979 Greg knew it was his home. He was a member of the 2nd Leadership Hermosa Class of 2006 and has closely followed Hermosa Beach's growth and success ever since. Greg gives back to the community today as Board Member and President of the Hermosa Beach Museum, and by supporting the Hermosa Beach Sister City Association, the Chamber of Commerce and supporting many other organizations.
