NOTICE OF MEETING CANCELLATION
NOTICE IS HEREBY GIVEN that the special City Council meeting previously scheduled for Monday, May 19, 2025, is cancelled.
Item 8.a from that cancelled agenda, “A Resolution to Approve an At-will Employment Services Agreement with Steven Napolitano for Interim City Manager and Approve an Amendment to the Salary Table – 25-AS-042,” will be added to the agenda for the May 27, 2025, regular council meeting.
This change is requested by the City Attorney to ensure compliance with state law.
Government Code section 54956, subdivision (b), states that “a legislative body shall not call a special meeting regarding the salaries, salary schedules, or compensation paid in the form of fringe benefits, of a local agency executive.” This applies to appointment of a new interim city manager because the city manager is the city’s “chief executive officer” and therefore a “local agency executive” covered by section 54956; as a result, the council may not consider the manager’s employment contract, including compensation and benefits, except at a regular meeting. The City Attorney did not identify this requirement before the May 19 agenda was published and apologizes for the oversight.
