Dear City Council.

RE: Chamber of Commerce promotion of Illegal tackle football special event during the upcoming Memorial Day Fiesta:

I have been told by city officials to be patient; this issue will be addressed in the upcoming 4/28 City Council meeting. i want to be clear about the issue. For me personally, the issue seems to be less the number of people expected to attend the event and more the chambers willingness to promote this obviously illegal event on social media.

I think this incident needs to be viewed in the context of whether we put the Fiestas event promoter out to bid for thr reasons John Burry suggested in his public comments during the 4/14 CCM but i admit thats above my paygrade.

I think this incident needs to be viewed in the context of whether we put the Fiestas event promoter out to bid for thr reasons John Burry suggested in his public comments during the 4/14 CCM but i admit that decision is above my paygrade.

But i hope you squarely address John's comments below about putting the Fiesta and New Years event promotions out to bid. And while your at it consider why please consider that the BBK Law City Attorney contract hasnt been put out to bid since 1996, 30 years ago. Our fiscal challenges require new ways of doing business and demand we get the best value from our city contracts.

Anyway, back to bidding out Fiesta and New Years event promotions.

John Burry:

I think we do need a transparent RFP process for the production of the parade and the fiesta, possibly even a New Year's event next year.

Before this Council deepens its financial exposure to the Chamber, it's worth looking at how the Chamber's managed its own resources.

In '24, it lost $125,000 on its operating activities. Its total assets declined by $150,000. In the same year, it paid $249,000 in compensation, $60,000 more than the prior year. It then spent $37,000 last year on consultants for a TID proposal that they abandoned before securing even basic hotel buy-in. It pays almost $50,000 a year to service an office on Pier Avenue that's unstaffed on weekends, holidays, and Mondays.

This isn't the financial profile of an organization that should just be handed a no-bid contract over events that have real commercial value, not when the city is facing such a tough fiscal outlook. In real terms, the Chamber lost somewhere between $150,000 and $190,000 last year, and there's a deeper issue.

The Chamber's primary purpose is to advocate for the interests of the business community—to show up at hearings, engage with policy, and represent local businesses before this council. That doesn't have to require a large budget, but it does require knowledge, expertise, relationships, and commitment.

This chamber has become so consumed by event logistics that it can't fulfill that core function properly.

Separating event production from the chamber wouldn't weaken it; it would free it to do more of what a chamber is actually supposed to do. Fiesta generates real revenue. Those production rights have economic value and should be allocated through an open and competitive process, not grandfathered to an organization that is burning through its reserves at an alarming rate while being subsidized by taxpayers and fee waivers.

If they absolutely insist on pursuing an event strategy, and they submit a compelling proposal, they should have every opportunity to win on merit. That's the purpose of an RFP.

The best way to protect these events that the community loves is to ensure that they're produced by whoever is genuinely best positioned to deliver them. Don't miss that opportunity in 2027.

It's unlikely that any third party would want to bid for the parade alone. It would need to be coupled to Fiesta to be a commercial proposition, but together, they could generate a meaningful profit share with a third party for the city. Thank you. -----------
Thank You for considering
