Authorize Submittal of Applications for CalRecycle

RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution No. 2022-002 authorizing submittal of applications for all Department of Resources Recycling and Recovery (CalRecycle) grants for which the City is eligible for five (5) years from the date of adoption of this resolution.

BACKGROUND
CalRecycle offers funding opportunities authorized by legislation to assist public and private entities in the safe and effective management of the waste stream. The City of Hesperia is eligible to apply for several beneficial and impactful grants through CalRecycle including Tire Amnesty Grants, Tire Clean-Up Grants, Rubberized Pavement Grants, and as of this year, a grant to assist in the implementation of SB 1383 known as the SB 1383 Local Assistance Grant Program. Since 2007, the City has received a variety of CalRecycle grant awards totaling approximately $794,000 to assist in funding for tire amnesty events and cleanup costs for illegal dumping of waste tires and other litter.

As a requirement of CalRecycle’s grant process, all grant participants must provide certain documentation to submit a complete grant application. This documentation, in the form of a resolution, includes authorization of a City’s governing body to apply for CalRecycle grants. The resolution authorizes the City Manager to submit applications for any CalRecycle grant offered over the next five (5) years.

ISSUES/ANALYSIS
CalRecycle has allocated $57,000,000 for the SB 1383 Local Assistance Grant Program in Fiscal Year 2021-22. The City of Hesperia is eligible to receive, based on population, approximately $127,000 in grant funding. This non-competitive grant program will provide one-time funding to local jurisdictions to assist with the implementation of regulation requirements associated with SB 1383.

Eligible projects include the following:

Collection
Education and Outreach
Edible Food Recovery
Capacity Planning
Procurement Requirements
Record Keeping
Enforcement and Inspection
Program Evaluation/Gap Analysis
This funding is intended to provide financial relief to cities in their efforts to implement SB 1383. Approval of this resolution will allow the City to apply for these one-time funds; furthermore, approval will allow the City Manager to apply for all CalRecycle grants that are offered over the next five years. Since all CalRecycle grant applications require an adopted resolution, not adopting the resolution would result in the City not applying for CalRecycle grants over the next five (5) years.

FISCAL IMPACT
There are no fiscal impacts identified with this action.
