SUBJECT:

Equipment Procurement for Water Pipeline Program

RECOMMENDED ACTION
It is recommended that the Board of Directors of the Hesperia Water District authorize the City Manager to approve the procurement of one (1) new Case backhoe; adopt Hesperia Water District (HWD) Resolution No. 2022-01 amending the Fiscal Year (FY) 2021-22 Budget by appropriating $34,501 to the Water Pipeline Program; and award the bid to Sonsray Machinery LLC of Fontana in the not-to-exceed amount of $129,301.

BACKGROUND
The current backhoe is 16 years old and has required numerous repairs to remain in service. It has excessive hours at over 8,000, is currently in need of an extremely costly repair, and operates with a tier 2 engine. The California Air Resources Board (CARB) has mandated that all off-road fleets remain diesel compliant, requiring the retirement of not only tier 0 engines by 2028 through increasingly stricter standards, but also ultimately tiers 1 through tier 3 as well.

ISSUES/ANALYSIS
The City of Hesperia and HWD released a formal request for bid (RFB) on December 16, 2021 and solicited bids from three local vendors including one based in Hesperia. A public bid opening was held on January 5, 2022. Sonsray Machinery LLC and Quinn Cat responded. Stotz Equipment, the local John Deere dealer, did not submit a bid. Sonsray Machinery, LLC has been deemed the lowest responsible/responsive bidder per the purchasing ordinance.

FISCAL IMPACT
Funding for the one (1) backhoe was not included in the Adopted FY 2021-22 Budget. Staff has identified program savings in the amount of $94,800, therefore staff is only requesting approval from the Board of Directors to increase the Water Operating Fund 700 budget by $34,501 via HWD Resolution No. 2022-01.

ALTERNATIVE(S)

1. Provide alternative direction to staff.
