SUBJECT:

Award Professional Services Agreement to LDM & Associates, Inc.

RECOMMENDED ACTION
It is recommended that the City Council and the Hesperia Housing Authority (HHA) Board award a Professional Service Agreement (PSA) with LDM & Associates, Inc. (LDM) to provide consultancy services to assist the City in implementing its Community Development Block Grant (CDBG) Program, monitoring Affordable Housing activities and program assistance for a three year period in an amount not-to-exceed $249,702.

BACKGROUND
On September 21, 2021, the City of Hesperia (City) issued a Request for Proposals (RFP 2021-22-003) for professional CDBG Program Administration and Housing Services. Staff contacted twenty firms and received only two (2) proposals, and after the proposals were reviewed it was determined that LDM was the most responsive and qualified service provider to perform the requested services.

For the past several years LDM has contracted with the City to assist in the implementation of CDBG-funded programs and ensure compliance with Federal Regulations and guidelines. Additionally, LDM is required to operate within the scope of the programs approved by the U.S. Department of Housing and Urban Development (HUD) and the City.

ISSUES/ANALYSIS
Current PSA's for professional CDBG administration and housing services are about to expire. Economic Development staff is tasked with developing and implementing new and existing programs that will facilitate residential, commercial, and industrial development. The City uses professional services in administering its CDBG-funded programs to ensure compliance with federal regulations and timeliness. The award of the PSA is necessary to continue professional CDBG administration, housing and economic development advisory services.

FISCAL IMPACT
Sufficient funding exists in the Fiscal Year 2021-22 Budget.

ALTERNATIVE(S)
