SUBJECT:
Discussion on Opposition to Vaccine and Mask Mandates
RECOMMENDED ACTION
It is recommended that the City Council discuss and provide staff with direction on vaccine verification and mask mandates for local business.
BACKGROUND
During the October 5, 2021 City Council meeting it was requested that staff agendize a discussion item on Council opposition of mask mandates and proof of vaccination policies by local businesses as a requirement for patronage.
ISSUES/ANALYSIS
On September 20, 2021 the State of California mandated the requirement of proof of vaccination or a negative COVID-19 test prior to admitting entry of one-thousand (1,000) or more people to indoor gatherings, and ten-thousand (10,000) or more people to outdoor gatherings. Since that mandate a number of cities in California have implemented similar proof of vaccination and/or test requirements prior to entry into restaurants, bars, gyms, and retail establishments of all types.
Most recently, on December 15, 2021, the State of California reinstituted a statewide indoor mask mandate for businesses and places of employment. It was announced on February 7, 2022 that the statewide indoor mask mandate will expire for vaccinated individuals on February 15, 2022.
