Composition of City Council Advisory Committee
RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution No. 2022-16, updating the residency requirements of the City Council Advisory Committee (CCAC).
BACKGROUND
At the February 15, 2022 City Council Meeting, Mayor Bennington requested that staff bring an item forward regarding the composition of the CCAC by expanding residency requirements to include individuals residing within the City’s sphere of influence to mirror the Planning Commission’s composition and residency requirements.
ISSUES/ANALYSIS
The City Council has the authority to establish various advisory committees and commissions. The City’s Advisory Committee is currently comprised of (5) five members who serve voluntarily with no compensation. The CCAC meets quarterly (four times per year), in addition to special meetings held to review and vet applications for the City’s Community Assistance Program.
Each Council Member has one appointment to the CCAC and the term of each appointee commences at appointment and ends thirty (30) days after the end of the appointing Council Member’s term. Additionally, each advisory committee falls within the guidelines of the Brown Act (California Government Code § 54950, et seq.) and all meetings are open to the public and must be publicly noticed a minimum of 72 hours prior to the meeting.
Currently, eligibility for the CCAC requires that individuals be at least 18 years of age and reside within the City. Historically, it has been difficult to attract interested candidates for these volunteer positions. Expanding the residency requirements to allow individuals living within the City’s sphere of influence will cast a greater net and provide a larger pool of individuals potentially interested in serving the community in this capacity.
FISCAL IMPACT
There is no fiscal impact associated with this item at this time.
