Authorize Submittal of a Recreational Trails Program Grant to the State of California Department of Parks and Recreation
RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution No. 2022-014 authorizing submittal of an application for the State of California Department of Parks and Recreation for the Hesperia Golf Course Recreation Trail project.
BACKGROUND
The Recreational Trails Program (RTP) is a state-administered local assistance program of the U.S. Department of Transportation’s Federal Highway Administration (FHWA). Within the State of California, the Department of Parks and Recreation is authorized to administer the program.
The RTP provides funds to the States to develop and maintain Recreational Trails and trail-related facilities for both non-motorized and motorized Recreational Trail uses.
As a requirement of the FHWA and the Department of Parks and Recreation, all applicants must certify by resolution the approval of an application before submitting said application to the state. The resolution authorizes the City Manager, or designee, to submit applications for the RTP grant program.
ISSUES/ANALYSIS
The mission of the California Department of Parks and Recreation is to provide for the health, inspiration, and education of the people of California by helping to preserve the state’s biological diversity, protecting its most valued natural resources, and creating opportunities for high-quality outdoor recreation.
The City of Hesperia would like to create opportunities for outdoor recreation through the installation of walking trails for the public. These trails will be installed at the Hesperia Golf Course. This location provides easy access to the public thereby increasing the opportunity for residents to be active and enjoy the outdoors. The entire trail system will extend 4.5 miles around the golf course and will include signage and benches along its stretch. The installation of the trails will provide outdoor recreation, exercise, and community engagement.
Approval of this resolution will allow the City to apply for funding from the Department of Parks and Recreation Recreational Trails Program and authorize the City Manager, or designee, to prepare and file the application, execute the funding agreement with the Department of Parks and Recreation, and any amendments thereto, and submit any required documents, invoices, and reports required to obtain funding.
FISCAL IMPACT
There are no fiscal impacts identified with this action.
