SUBJECT:
Vehicle Procurement – Two Full-Size Trucks
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve the procurement of two (2) 2022 Chevrolet Double Cab Chassis trucks, enter into an agreement with Mark Christopher Fleet & Commercial in the not-to-exceed amount of $98,800; and execute a purchase order to swap out the truck boxes from the old trucks to the new trucks in the not-to-exceed amount of $15,000.
BACKGROUND
The Fiscal Year (FY) 2021-22 Budget does not include funding for the replacement of the two vehicles in the Animal Control Program. These existing units have reached the end of their useful lifespan as annual costs attributed to maintaining the assets exceed salvage value. Additional benefits for the replacement vehicles include improved occupant safety and lower fuel expenditures due to the vehicles going from diesel fuel to gasoline.
ISSUES/ANALYSIS
The Public Works Division solicited quotes from vendors both locally and out of the area to maximize bid response. Two responses were received, with one vendor stating that they are currently not accepting orders until August/September 2022 and it will take approximately six months to fulfill the order. Staff recommends executing an agreement with Mark Christopher Fleet & Commercial, who has been deemed to be the responsive/responsible vendor, as they will be able to secure the vehicles by July 2022. Additionally, it is anticipated to cost approximately $15,000 ($7,500 per vehicle) to remove the specialized beds from the current Animal Control vehicles and affix to the new ones. Utilizing the specialized beds will save the City funds as opposed to purchasing new beds that will run in excess of $20,000 per vehicle.
FISCAL IMPACT
Funding for the purchase of the replacement vehicles, as well as the removal and installation of currently owned bed boxes was not included in the FY 2021-22 Budget. The purchase will be funded with General Fund budgeted savings. Should the need for additional funds, a budget amendment during the Fourth Quarter Budget Review will be presented, if savings are not available.
