SUBJECT:

Three-Year Maintenance and Licensing Agreement with HLP

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to execute a three-year maintenance and licensing contract with HLP Inc. in the amount of $82,791 plus a 10% contingency amount of $8,280 for a total not-to-exceed contract amount of $91,071, to provide maintenance and licensing for the HLP Chameleon integrated Shelter Case Management System.

BACKGROUND
The Chameleon/CMS system provides software to help with shelter management, pet licensing, field operations, cashiering, and veterinary record keeping. Chameleon also provides the City with the ability to accept online pet registration and payment for pet licenses.

ISSUES/ANALYSIS
The City has utilized the Chameleon for Animal Services Department record keeping since 2015. Chameleon currently hosts historical media and documents related to the City’s animal shelter and animal control functions. Chameleon gives Hesperia residents an easily accessible manner to search for lost pets or for animals that are available for adoption. Establishing an updated maintenance and licensing agreement will ensure product stability and support for a three-year term.

FISCAL IMPACT
Funding for this agreement will continue to be included in the Information Technology annual operating budget.
