NOTICE IS HEREBY GIVEN that the City of Hesperia has prepared its draft 2022-2023 One-Year Action Plan ("Action Plan") and Substantial Amendment to the 2020-2021 One-Year Action Plan ("Substantial Amendment") that will be presented to the City Council for approval subsequent to a public hearing to receive comments from interested members of the public on the following date:

Members of the public are advised that the City Council meetings are now open to the public within the guidelines provided by the State which may include wearing masks and socially distancing from other attendees. Public comments can be made in-person at City Council Meetings and/or can be submitted via telephone recording that will be played during the meeting. Those individuals planning to participate in the public hearing are encouraged to check the City's website at https://www.cityofhesperia.us/ for additional information concerning in-person participation on the day of the public hearing for any updates. The draft 2022-2023 Action Plan and 2020-2021 Substantial Amendment will be available for public review and comment for a period of 30 days beginning Friday, March 18, 2022, and ending Tuesday , April 19, 2022.

Questions and written comments regarding the draft 2022-2023 Action Plan and 2020-2021 Substantial Amendment may be addressed to April Antonio, Administrative Analyst with the City's Economic Development Department at 9700 Seventh Avenue, Hesperia, CA 92345. Written comments must be received no later than 5:00 p.m. April 19, 2022. Subsequently, all comments will be summarized and incorporated into the 2022-2023 Action Plan and 2020-2021 Substantial Amendment, as appropriate prior to submission to the U.S. Department of Housing and Urban Development (HUD).
BACKGROUND
2022-2023 Action Plan: The City is an entitlement community that participates in the Community Development Block Grant (CDBG) Program which requires the submittal of a Five-Year Consolidated Plan as part of the City's grant application to HUD which was approved and submitted to HUD in April 2020. The plan establishes a framework of housing, community and economic development priorities for the City's CDBG program over the next five years. The 2022-2023 Action Plan represents the third year of the 2020- 2024 Five-Year Consolidated Plan. The Action Plan will appropriate CDBG funds to specific programs and projects for the 2022-2023 fiscal year. As of the date of this notice, HUD has not yet released the City's 2022-2023 CDBG annual allocation. For this reason, HUD has advised the City to prepare its Draft 2022- 2023 Action Plan utilizing the current year CDBG annual allocation of $992,601, to implement programs and projects that benefit low- and moderate-income residents. 2020-2021 Substantial Amendment: Since the adoption of the 2020-2021 Action Plan and subsequent amendments, the City has identified three (3) activities that it wishes to reduce in funding for a combined amount of $467,000. The City is proposing to reallocate these funds within the draft 2022-2023 Action Plan as unprogrammed prior year dollars to be budgeted to the Peach Avenue Drainage Improvement Project.

ANTECEDENTES:
Plan de Desempeno 2022-2023 : La Ciudad es una comunidad con derecho a participar en el Programa de Subsidies Globales para el Desarrollo Comunitario (CDBG, por sus siglas en ingles) el cual requiere la presentacion de Cinco Anos de Plan Consolidado como parte de la solicitud para subsidies que somete el Ayuntamiento a HUD y el cual fue aprobado y sometido a HUD en abril de 2020. El Plan establece un marco de trabajo de prioridades de vivienda, comunidad y desarrollo economico para el programa de CDBG para los siguientes cinco anos. El Plan de Desempeno 2022-2023 representa el tercer ano del Plan Consolidado de Cinco Anos de 2020-2024. El Plan de Desempeno asignara fondos de CDBG a programas y proyectos especfficos para el Ano Fiscal 2022-2023. A la fecha de este aviso, HUD aun no ha publicado la asignacion anual de CDBG de la Ciudad para 2022-2023. Por esta razon, HUD ha aconsejado a la Ciudad que prepare su borrador del Plan de Desempeno Anual 2022-2023 utilizando la asignacion anual CDBG del ano actual de $992,601 , para implementar programas y proyectos que benefician a residentes de bajos y moderados ingresos.
Enmienda Sustancial 2020-2021 : Desde la adopcion del Plan de Desempeno 2020-2021 y las enmiendas posteriores, la Ciudad ha identificado tres (3) actividades que desea reducir en financiamiento por una cantidad combinada de $467,000. La Ciudad propane reasignar estos fondos dentro del borrador del Plan de Desempeno 2022-2023 como dolares no programados del ano anterior que se presupuestaran para el Proyecto de Mejoramiento del Drenaje de Peach Avenue (Peach Avenue Drainage Improvement Project, por su ingles).
