HR Green and Transtech Contract Amendments
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to approve an amendment to the existing contract with HR Green for an additional $130,000, for a revised not-to-exceed contract amount of $150,000, as well as extend the contract an additional 2 years (expiring June 30, 2025) for Engineering plan review services; and approve an amendment to the existing contract with Transtech for an additional $170,000 for a revised not-to-exceed contract amount of $180,000, as well as extend the contract an additional 2 years (expiring June 30, 2025), for Engineering inspection services.
BACKGROUND
City staff elected to seek contract services for plan check and inspection to keep pace with development in the City in lieu of hiring additional staff. HR Green and Transtech were awarded contracts for plan check services in the amount of $20,000 and inspection services in the amount of $10,000 and each for the term of one year. These contracts provide the flexibility to increase or decrease the volume and frequency of contracted services depending on the fluctuating project workloads.
ISSUES/ANALYSIS
During this extremely busy period in the development community, it is necessary to increase the current contract amounts and extend the contract terms to provide and maintain a high level of customer service without hiring additional staff.
FISCAL IMPACT
The Fiscal Year (FY) 2021-22 Budget includes funding for plan review and inspection services and will continue to be budgeted on an annual basis.
