SUBJECT:

Southern California Edison Grant of Easement

RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution 2022-34 to grant an easement to Southern California Edison on Lot A of Tract 17980-1 located on Mission Street just west of Opal Avenue as described in Exhibit “A” and Exhibit “B”.

BACKGROUND
Southern California Edison (SCE) has requested a Grant of Easement from the City of Hesperia. The subject parcel was dedicated to the City as Lot A of Tract 17980-1 for a detention basin. The portion of this parcel requested for the SCE easement includes a 3-foot wide by 20-foot-long easement on the northeast side of the property approximately 18 feet from the intersection of Mission Street and Opal Avenue, as shown on Exhibit B.

SCE will use this easement to construct, use, maintain, operate, alter, add to, repair, replace, reconstruct, inspect and remove at any time and from time to time underground electrical supply systems and communication systems consisting of wires, underground conduits, cables, vaults, manholes, handholes, and including above-ground enclosures, markers and concrete pads and other appurtenant fixtures and equipment necessary or useful for distributing electrical energy and for transmitting intelligence, data and/or communications in, on, over, under, across, and along that certain real property.

ISSUES/ANALYSIS
Easements should be granted upon finding that the utility company needs to gain access and perform various types of work and maintenance related to their facilities. Staff has reviewed the Grant of Easement (Exhibit “A”) and Plat (Exhibit “B”) and determined that this dedication for utility easement purposes is necessary for the progress of development within the area.

FISCAL IMPACT
