SUBJECT:
Townsend Public Affairs Contract Amendment
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve an amendment of $55,000 to the existing Professional Services Agreement with Townsend Public Affairs for a revised not-to-exceed contract amount of $530,750, and approve a one-year contract extension for State Legislative Advocacy and State and Federal Funding Advocacy Services.
BACKGROUND
The City has contracted with the state legislative advocacy firm Townsend Public Affairs (TPA) since October 2013. TPA acts as the City’s liaison with the California Legislature, Governor, and agencies of the State government in Sacramento advocating for the City’s position on legislative, regulatory, and programmatic matters of interest. TPA also facilitates meetings with various agencies such as the State Water Resources Control Board, the California Transportation Commission, and the Department of Water Resources to discuss funding opportunities and grant programs that align with the City’s priority projects. TPA will utilize its strong working relationships with the Legislature and State agencies to effectively communicate and advance the City’s priorities and funding needs.
ISSUES/ANALYSIS
The current contract with TPA is set to expire on June 30, 2022. TPA staff has been instrumental during the COVID-19 crisis in providing timely updates on legislation affecting the City and legislation affecting businesses and residents that have been impacted by the pandemic. Additionally, TPA has agreed to hold the current contract pricing for one more year.
FISCAL IMPACT
Funding will be included in the Fiscal Year 2022-23 Proposed Operating Budget.
