Award of Contract for Street Sweeping Services

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to enter into a one-year contract with Guardian Street Sweeping in an amount not-to-exceed $357,585, for street sweeping services.

BACKGROUND
Street sweeping is an essential service that removes trash/debris from the streets and minimizes trash/debris from entering the storm drain system throughout the City of Hesperia. Street sweeping services are performed on a weekly, bi-weekly, and monthly schedule at various locations which include Main Street, Bear Valley Road, I Avenue, E Avenue, Hesperia Road, City facilities, housing tracts, and schools with curb and gutter. In addition, bike lanes throughout the City are swept on a quarterly schedule.

ISSUES/ANALYSIS
To continue to provide street sweeping services for Fiscal Year (FY) 2022-23, the City prepared a formal bid that was released on April 7, 2022 and closed on April 25, 2022. The following two (2) bids were received by the City:

FY 2022-23
Guardian Street Sweeping
Clean Street
Total Cost
$357,584.36
$430,407.76
Upon review of the submitted bids, Guardian Street Sweeping was deemed the lowest responsible/responsive bidder for street sweeping services.
