SUBJECT:

Approval of Applications for Prop 68 Per Capita Grant Funds

RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution No. 2022-044 approving applications for Per Capita Grant funds under California Proposition 68.

BACKGROUND
The California Drought, Water Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 (Prop 68) provides Per Capita funding for communities to invest in parks in local jurisdictions. Under the Per Capita Grant Program, the City of Hesperia received an allocation of $177,952; under a companion program, the Urban County Per Capita grant program, the City received an additional allocation of $14,723. These funds are to be used for local park rehabilitation, creation and improvement. Funding cannot be used for maintenance or repairs.

While the City of Hesperia does not have a parks department, the City owns several park properties that may benefit from improvements, including Hesperia Lake Park, Hesperia Golf Course, Hesperia Civic Plaza Park, and Maple Park. At this time, City staff is evaluating opportunities to best use the funding made available through Prop 68 on a City-owned park property.

ISSUES/ANALYSIS
Prior to a project being considered by the State of California under this Prop 68 Per Capita Grant Program, each jurisdiction must obtain approval to accept the funding through a resolution of their governing board.

Should the City Council adopt Resolution No. 2022-044, approving applications for Per Capita Grant funds under California Prop 68, City staff will have the ability to prepare project proposals for consideration.

FISCAL IMPACT
Without adoption of this resolution, the City will not be able to accept Prop 68 Per Capita Grant funding in the amount of $192,675.
