Calling November 8, 2022 General Municipal Election
RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution No. 2022-50 calling for the holding of the General Municipal Election in districts two (2), three (3), and four (4); and 2022-51 requesting consolidation with the statewide General Municipal Election with the San Bernardino County Registrar of Voters.
BACKGROUND
Under the provisions of the laws relating to General Law Cities, the City’s General Municipal Election shall be held on November 8, 2022 for the election of one (1) open seat (each) in districts two (2), three (3), and four (4).
Elections Code §10403 allows the City to file a resolution with the County of San Bernardino requesting consolidation of the Municipal Election and all related election services with the County Election Department. Consolidating with the County is an efficient, cost effective way to manage the election process.
On April 5, 2022, the City Council adopted the new 2020 Census based boundaries for each district in the City. The newly adopted district boundaries have been transmitted to the County of San Bernardino for implementation in the November 8, 2022 election.
ISSUES/ANALYSIS
In accordance with California law regulating General Law Cities, the attached Resolutions are required to conduct the General Municipal Election on November 8, 2022.
Resolution No. 2022-50 calling for the holding of the consolidated General Municipal Election to be held on Tuesday, November 8, 2022.
Resolution No. 2022-51 requesting the San Bernardino County Board of Supervisors to authorize the Registrar of Voters to consolidate the General Municipal Election with the statewide General Election to be held on November 8, 2022.
FISCAL IMPACT
Election expenses have been identified in the proposed Fiscal Year 2022-23 City Manager’s Office budget. Exact election costs will not be known until after the November election.
